Housing is a basic human right. We have the resources to house everybody, but we have not had the political will -- or legislation -- to make it one of the nation’s top priorities.

This legislation uses a multi-pronged approach to address the root causes of homelessness, enact essential health and safety measures, provide transitional supports, and to ensure that individuals are treated with dignity and respect.

The bill calls on the Department of Health and Human Services (HHS) to declare the crisis a public health emergency, unleashing federal funding for homeless assistance, affordable housing, and wraparound services to help keep folks in their homes permanently.
It will increase the availability of affordable housing and housing vouchers, while providing additional funds for shelters, transitional and permanent housing programs and services, and ongoing rental assistance for those who need it.
The Unhoused Bill of Rights also includes a focus on the fundamental human rights of unhoused individuals, including housing first of all, along with health care, a living wage, opportunities for education and employment, freedom from harassment by law enforcement and property owners, and access to facilities that serve the public.
It funds state and local governments to provide 24/7 support for unhoused individuals, such as shelters, public restrooms, places to shower, wash hands, and do laundry, and healthy drinking water.
In collaboration with government and community organizations, including the Departments of Housing and Urban Development (HUD) and Health and Human Services (HHS), and the Center for Disease Control (CDC), it develops health-based solutions from a holistic, non-punitive perspective.
