MISSILE DEFENSE MONDAYS September 5th - September 11th, 2023 THE WEEK IN BRIEF On Tuesday, September 5, the U.S. Air Force was leading discussions on developing a domestic cruise missile defense system, which would include a network of surface-to-air missile sites, advanced sensor systems, and command and control networks. Other kinetic and non-kinetic capabilities, including directed energy weapons and electronic warfare systems, could also be part of the defense equation. These efforts are driven by a desire to protect critical infrastructure from potential cruise missile attacks. However, cost is a major concern, and a layered, nuanced approach, which may include autonomous platforms, deception, and denial, will likely be necessary. On Wednesday, September 6, Poland signed an agreement to purchase 12 Lower-Tier Air and Missile Defense Sensors and 48 Patriot surface-to-air missile launchers from the US. The purchase is part of Poland's ongoing WISŁA air and missile defense program, and will be integrated into the program's second phase. The program aims to bolster Poland's security and defense against a range of air and missile threats. The Patriot is a ground-based air defense system that counters long-range cruise missiles, tactical ballistic missiles, and an array of air-breathing weapons. Meanwhile, LTAMDS incorporates a 360-degree active electronically scanned array radar powered by Raytheon's proprietary Gallium Nitride technology. On Friday, September 8, a meeting between defense chiefs from The United States, South Korea, and Japan took place during which they agreed to accelerate the sharing of missile-warning data and plan additional joint military drills in response to ongoing threats from North Korea. The defense chiefs also discussed North Korea's ongoing missile testing and agreed to further strengthen the three countries' reaction capabilities against North Korea's nuclear and missile threats. On Saturday, September 9, MBDA UK and PGZ have agreed to develop a new medium-range CAMM interceptor, called CAMM-MR, which will have a range of 100km and is designed for land and naval anti-aircraft defense. The missile will complement the CAMM and CAMM-ER in the integrated air and missile defense capabilities of the MIECZNIK-class frigate and PILICA+/NAREW/WISLA ground-based air defense systems programs. The agreement comes as part of the UK-Poland 2030 strategic partnership, in which the two governments agreed to move forward with the development of a future common missile based on the Common Anti-Air Modular Missile family. Click here to read more. MISSILE DEFENDER OF THE WEEK Captain Michael R. Shannon CPT Shannon was born in Sandy Hook, CT. He attended the Virginia Military Institute where he received a Bachelor of Arts in International Studies. He enlisted in the Virginia National Guard while simultaneous enrolling in the Reserve Officer Training Corps (ROTC), and the Simultaneous Membership Program (SMP). CPT Shannon exited the National Guard upon commissioning into the Active Component in May 2015. As an Air Defender, CPT Shannon attended the Maneuver Captains Career Course (MCCC) to broaden his knowledge and skills in maneuver doctrine. After MCCC, he was assigned to the 10th Army Air Missile Defense Command at Rhine Ordnance Barracks, Germany serving as the Division G35 Future Plans Officer. CPT Shannon was the lead planner for Defender 21, the largest exercise in Europe, conducting three exercises simultaneously across six countries alongside NATO partners. In OCT 2021, CPT Shannon took Command of Charlie Battery, 5-7 ADA BN (Patriot). Upon notification, CPT Shannon rapidly deployed his Battery within 72 hours to Poland in support of Operation Endure, Assure, Deter, and Reinforce, one of the fastest deployments in the history of Air Defense. CPT Shannon is nominated for the European DOY award because he rapidly deployed his Patriot Battery, C/5-7 ADA, to Poland fewer than two weeks after Russia's unlawful invasion of Ukraine. Under CPT Shannon's leadership, his battery quickly integrated into a responsive joint and combined kill chain and established air and missile defense of a key security cooperation hub. His decisive action at the tactical level paid untold dividends at the strategic level. CPT Shannon and his unit assured our Allies that the U.S. Army is committed to defending every inch of NATO territory. CPT Shannon and his unit also bolstered a clear message of deterrence to Russia-any expansion of the war into NATO territory will fail. CPT Shannon led efforts to develop and execute a unique 360-degree integrated defense design, a concept tailored to meet the unique challenges of a complex threat within challenging terrain, and to leverage the capabilities of a diverse array of layered systems. His "People First" mentality and mission command philosophy inspired his troops to action. C/5-7 ADA continuously improved tactical positions, built crew depth, and achieved interoperability-while maintaining a sustained operational posture.
