2023 State Session Mid-Year Wrap Up

While we are only midway into 2023, the majority of state legislatures have already ended session for the year. Currently only 9 states are in session: California, Massachusetts, Michigan, New Jersey, North Carolina, Ohio, Pennsylvania, Tennessee, and Wisconsin.
Here is the shortlist of state legislative activity this year:
* Iowa: Lawmakers created a Dairy Innovation Fund to make new technologies and equipment available to more Iowa dairy farmers. The 2024 budget, which included funding to create the $750,000 Dairy Innovation Fund, was signed by Governor Reynolds on June 1, 2023.
* California: Lawmakers passed legislation to fast-track infrastructure projects in the state. This will cut down on paperwork and the length of the approval process.
* Oregon: The Oregon legislature passed a bill to take advantage of the CHIPs Act funding for semiconductor manufacturers and the semiconductor supply chain.
* Wisconsin: The Research Credit refundability was increased from 10 to 25 percent in the state budget. I Make America supporters in Wisconsin rallied behind this budget increase and pushed for lawmakers to pass it.

Minnesota: The Minnesota Legislature approved an agricultural broadband bill, that provides $100 million in state funding for rural broadband development and includes $10 million to establish the state's first grain indemnity fund. The grain indemnity fund will provide protections for farmers who might be owed money when grain buyers or elevators become financially insolvent.
