** ACTION ALERT: Monday at 10 a.m., listen and call in to the Senate hearing on ACA 1 and ACA 13. Help to stop the attack on Proposition 13!

Thank you for the calls you've made to tell the legislature that ACA 1 and ACA 13 are attacks on Proposition 13 that must be stopped. Your voices were heard, but we still have more work to do.
On Monday, September 11, at 10:00 a.m., these bills will be heard in the Senate Elections and Constitutional Amendments Committee. HJTA President Jon Coupal will testify about the threat they pose to Proposition 13 and taxpayers in California.
You can listen live to the hearing and call in to express your view. It's easy, all you have to do is say your name, that you're a taxpayer, and that you strongly oppose ACA 13 and ACA 1.

NO on ACA 1
ACA 1 is a direct attack on Proposition 13 that would remove the taxpayer protection of the two-thirds vote of the electorate required to pass local special taxes. If this measure is enacted, local taxes and bonds for “infrastructure” (nearly everything) and public housing projects would pass with just 55% of the vote instead of 66.67%. This makes it easier to raise taxes, and your taxes could go up after every election.
NO on ACA 13
ACA 13 is a devious attempt to stop the Taxpayer Protection and Government Accountability Act from passing when it’s on the ballot in November 2024. The Taxpayer Protection and Government Accountability Act is our initiative constitutional amendment that will restore the Proposition 13 protections that have been eroded by the courts. But ACA 13 would create special rules that make it harder to pass citizen initiatives like this one. If ACA 13 is enacted, the Taxpayer Protection and Government Accountability Act would require a two-thirds vote to pass, instead of the simple majority vote that has been required for all other constitutional amendments since 1849!

Please note: In order for your testimony to be heard clearly, you must mute any devices you are using to live stream the committee hearing prior to calling into the teleconference service. Please do not testify using speakerphone or bluetooth, this can cause acoustic feedback and make it very difficult to hear your testimony.
* Upon calling in you will be placed in a “waiting room” where you will be muted, but you can listen to the committee hearing as you wait.
* When a committee moves to public comment, a moderator will ask for anyone who is wishing to testify in “Support” or “Opposition” of the bill to please press 1 then 0. You should press 1-0 when you are prompted by the moderator. When you press 1-0 on your phone you will wait and an operator will assign you a line number, at that time you will be placed in the queue for identification. Remember your line number the moderator will call out that number to identify YOU when it is your turn to testify. OF IMPORTANT NOTE: If you press 1-0 a second time, you will remove yourself from the queue and you will not be identified to testify. Every time you press 1-0 you either put yourself “in queue” or take yourself “out of queue” so listen carefully and press 1-0 only once when you are prompted by the moderator.
When you are successfully in the queue with your assigned line number, the moderator will call out your line number, open your line, and at that time you may address the committee with your name, affiliation, and position. You must have your own phone unmuted before you begin testimony.
