Three Bills to Watch at End of Legislative Session

New Assembly Speaker Robert Rivas seems determined to change that and return the days of a more, top-down, centralized speakership in the style of Willie Brown or John A. Pérez, where decisions take into consideration what’s best politically for all Assembly Democrats, rather than the chair’s agenda.

Judging by the first weeks as speaker, Rivas is starting to put his stamp on what direction the Assembly will take.

Lawmakers Push Yet Another Drain on California Employers Stretched to the Breaking Point

Senate Bill 616, passed on Sept. 1 by the Assembly Appropriations Committee and now awaiting a vote of the full Assembly, would require employers to increase the number of paid sick days from three – “an equivalent of a 1.2% tax on wages,” says one mid-size business owner – to five, while also preventing employers from retaliating when workers use their sick days. (In the bill’s original text, the increase was seven days; it was cut to five through an amendment.)

Private City East of Bay Area Could Be a Game-Changer

A new project in Northern California is raising parallels. Beginning in 2017, a secretive group of buyers has acquired 50,000 acres of ranch land in southeastern Solano County east of the Bay Area. Local officials for years have been trying to identify the purchasers and learn about the intended project. Property owners in the 78 square-mile area have been vexed by purchases by a company called Flannery Associates, even though it’s turned some ranch owners into millionaires.
