A federal appeals court recently rejected Arkansas&rsquo;s Medicaid work requirement rule that effectively dropped 18,000 beneficiaries from coverage. Our new report on New Hampshire&rsquo;s Medicaid work requirement program explores how it was implemented and why it, like Arkansas&rsquo;s, experienced challenges protecting coverage and promoting work.

Are ACA Marketplaces improving?
In 2018 and 2019, Affordable Care Act (ACA) Marketplaces experienced turmoil that resulted in huge swings in premiums. Our study of Marketplace premiums and insurer participation suggests many insurers now believe these Markets are stable, functional, and potentially profitable.

Addressing health care market consolidation and high prices
States have a wide range of policy options to introduce needed competition in provider markets and regulate prices directly. States do not have to select competition over regulatory approaches, but they can take action in both areas to address high prices from hospitals and other providers.
