On September 14, 2023, Outright International is launching a new report, The Global State of LGBTIQ Organizing: The Right to Register and the Freedom to Operate, 2023. This report assesses the ability of LGBTIQ people to register associations and build movements in comparison with Outright’s 2018 findings ([link removed]) on the subject.

The report finds that out of 196 countries, including all 193 UN member states, Taiwan, the Occupied Palestinian Territory and Kosovo, LGBTIQ organizations can register and operate openly only in 93, while experiencing other challenges. It also finds that in 75 countries, LGBTIQ organizations exist but cannot register and operate openly, and in 26 countries, there are no known LGBTIQ civil society organizations. In at least two countries, nascent groups exist, but it remains unclear whether registration as openly LGBTIQ organizations is possible.

Outright first analyzed the ability of LGBTIQ activists to organize within the civic space in 2018, finding that although legal registration as an NGO allows groups to benefit from greater access to funding, partnerships, and credibility, restrictive laws and policies prevent civil society organizations from registering and operating freely due to. Our 2023 report continues this work, examining changes that have occurred in the last five years that impact LGBTIQ organizations’ ability to institutionalize, form sustainable local and national movements, and promote the human rights of LGBTIQ people everywhere. In addition to the global survey, this report presents a regional analysis and nine country case studies on Algeria, Angola, China, Ghana, India, Indonesia, Nicaragua, Uzbekistan, and Yemen.

To launch the report, Outright will host a webinar that discusses the rights to freedom of association and assembly through LGBTIQ organizations’ lenses, particularly in Kenya, China, and Eswatini, and from the lens of United Nations special procedures. Outright encourages activists around the world to participate in dialogue to foster the promotion of LGBTIQ people’s rights at all levels.

Neela Ghoshal (any pronouns) is Outright's Senior Director of Law, Policy & Research, based in Washington D.C. Neela oversees Outright’s United Nations, Caribbean, and LBQ Connect and Research programs, develops organizational priorities concerning legal and policy change and ensures Outright’s work aligns with international human rights law.

Ohotuowo Ogbeche (she/her) is a writer, lawyer, researcher, feminist, and LGBTIQ rights advocate from Nigeria. As Outright’s Global Researcher, she designs and conducts research geared towards the promotion of LGBTIQ persons’ rights worldwide. Prior to joining Outright, Ohotuowo worked with The Initiative for Equal Rights, Nigeria (TIERs) as the Director of Research and Knowledge Management.

Njeri Gateru (she/her/they/them) is a queer feminist human rights lawyer with over a decade of experience working on the protection of minorities in Kenya, including asylum seekers, internally displaced persons and LGBTIQ+ communities. She is the Executive Director of the National Gay and Lesbian Human Rights Commission in Kenya, an organization that provides legal aid and engages in strategic litigation toward equal rights and protection of LGBTIQ persons in Kenya.

Raymond Phang (he/him), an LGBTIQ advocate and Pride organizer, was born and raised in Penang, Malaysia. He has a vast understanding of the LGBTQ landscape in China and Asia and often speaks at corporate DEI conferences, TEDx series, and top educational institutions. Recently, he spoke at the Copenhagen World Pride 2021, represented ShanghaiPRIDE at the ILGA World Conference 2022 in the USA, and was selected to participate in the first International LGBTQI+ Activism Summit at Harvard Kennedy School.

Clément Nyaletsossi Voule (he/him) is a national of Togo, was appointed as United Nations Special Rapporteur on the Rights to Freedom of Peaceful Assembly and of Association and took up his functions in April 2018. Prior to his appointment, he led the International Service for Human Rights (ISHR) to support human rights defenders from States in transition and coordinated the organization's work in Africa as the Advocacy Director.

Sisanda Mavimbela (he/him) is the Executive Director of Eswatini Gender and Sexual Minorities (EGSM). Sisanda Mavimbela led EGSM in the three-year legal battle in the Eswatini judicial system, seeking the registration of the organization as a non-profit. Sisanda is an advocate for advancing, protecting, and promoting LGBTIQ in Eswatini.
