Good morning,
Snohomish County has issued a Draft Environmental Impact Statement (DEIS) for the Snohomish County 2024 Comprehensive Plan Update pursuant to WAC 197-11-455 and SCC 30.61.110. Attached, please find the Notice of Availability of the Draft EIS in English, Spanish, Korean, and Vietnamese. The DEIS can be reviewed online at the 2024 Update Project Page [ [link removed] ] under the Reports tab, and the full DEIS can be downloaded here [ [link removed] ].?"Please note this is a large file (approx. 700MB) and may take a while to download."
Public DEIS comments can be submitted at any time during the 45-day comment period from September 6 through October 23, 2023, by email to
[email protected], an online comment form [ [link removed] ], or through the StoryMap [ [link removed] ].
Two in-person open houses scheduled in September (details below) are opportunities to learn more about the DEIS, ask questions of county staff, and make public DEIS comments. If you are unable to attend the open houses, you may view recordings of the presentations, which will be uploaded to the 2024 Comprehensive Plan Update website. Light refreshments and activities for kids 3 - 12 years old will be available at the open houses. "Registration is encouraged".

*More Information on the DEIS*
Snohomish County is updating its Growth Management Act Comprehensive Plan consistent with the Growth Management Act (GMA; RCW 36.70A). The plan is designed to help the County meet its long-term vision for land use and growth management in unincorporated areas of the county. In accordance with GMA, the 2024 Update addresses a 2044 horizon year, and considers new population, housing, and job targets, changes to the Future Land Use Map (FLUM), a fair share of affordable housing, housing policy amendments to address racially disparate impacts, and supporting investments in parks and multimodal transportation, utilities, and public services. The comprehensive plan is also required to be consistent with state and regional goals and requirements. VISION 2050 allocates to Snohomish County population growth of approximately 308,000 individuals countywide from 2020 to 2044; about one-third of this growth is anticipated to be located in unincorporated areas.
The Draft Environmental Impact Statement (EIS) studies three land use and growth alternatives that include a no action and two action alternatives for the unincorporated county:
* Alternative 1, No Action: Adopted Plans ? Lower Growth
* Alternative 2, Medium Growth ? Focus on High-Capacity Transit Communities
* Alternative 3, Higher Growth

Snohomish County is requesting comments from residents, agencies, tribes, and all interested parties on the Draft EIS from September 6, 2023, to October 23, 2023. Comments are due by 5:00 PM, October 23, 2023.
