Substance use disorder can affect anyone, and it poses one of the greatest challenges our health care and criminal justice systems face today.

That’s why last week, I held a discussion with several people incarcerated at the Camden County Correctional Facility and the warden to discuss new, bipartisan legislation that I will be introducing in the Senate to address this crisis head-on.

Our current laws are unjust. Right now, the Medicaid Inmate Exclusion Provision excludes incarcerated individuals from receiving Medicaid services, blocking people from mental health and substance use care at a time when they need these services most.

It is no secret that recidivism — where formerly incarcerated individuals reoffend and are reincarcerated — is often a byproduct of substance use disorder for those with that history. Barring access to treatment in correctional facilities has perpetuated many of these problems.

The Rehabilitation and Recovery During Incarceration Act would remove the barriers keeping folks from accessing essential mental health and substance use services while incarcerated.

For years, I’ve made it my mission to reform our nation’s criminal justice system. From the bipartisan First Step Act that we passed into law in 2018 to now, I’ve been working to reduce recidivism and ensure that our correctional facilities focus on rehabilitation, saving taxpayer dollars and making our justice system more just. That’s how we break the vicious cycles of incarceration and ever-expanding, unsustainable costs to incarcerate our fellow Americans.
