This report provides recommendations designed to enhance the National Crime Victimization Survey?s (NCVS) ability to capture cybercrime victimization. It describes research, evidence, and recommendations regarding (1) existing cybercrime classifications/taxonomies, definitions, and measures; (2) the current measurement of cybercrime in the NCVS and a detailed comparison to the comprehensive cybercrime classification system developed by K. Phillips and colleagues in 2022; and (3) recommendations for revision to the measurement of cybercrime in the NCVS.

"*Assessing the Quality of the National Crime Victimization Survey (NCVS) Supplemental Fraud Survey (SFS)*" [ [link removed] ]

This report describes efforts to compare estimates from BJS?s National Crime Victimization Survey Supplemental Fraud Survey (SFS) to estimates and victimization patterns from other available sources of fraud data. The SFS was the first effort by BJS to estimate the prevalence and characteristics of personal financial fraud experienced by persons age 18 or older in the United States. The report examines initial SFS estimates of the prevalence and nature of personal financial fraud and explores the similarities and differences between the SFS and other sources of fraud data as part of an effort to validate the SFS estimates.

*New Chief for Criminal Justice Data Improvement Program Unit, Stephanie Burroughs [ [link removed] ]*

BJS announced Stephanie Burroughs as the new chief of its Criminal Justice Data Improvement Program Unit. Stephanie has been with BJS since 1993 and most recently served as a justice statistics policy analyst in the Criminal Justice Data Improvement Program Unit. As chief, Stephanie will oversee the National Criminal History Improvement Program, the National Instant Criminal Background Check System (NICS) Act Record Improvement Program, and the State Justice Statistics for Statistical Analysis Centers Program. She will also coordinate the State Justice Statistics for Statistical Analysis Centers Technical Assistance Program. Stephanie earned a bachelor's degree in political science from Howard University in Washington, DC.

*Alexis R. Piquero Returns to the University of Miami; Kevin M. Scott to Lead BJS*

BJS announced the departure of Alexis R. Piquero, PhD, who returned to the University of Miami to resume his teaching and research career. Dr. Piquero joined BJS in August 2022. During his time as director, Dr. Piquero elevated BJS?s public profile by engaging with stakeholders to share information about the scope and value of statistics produced by BJS. Under his leadership, BJS launched new data visualization features and a new report series, Just the Stats, aimed at presenting important data on key crime and justice questions in easily digestible ways. We thank Dr. Piquero for his service and wish him continued success in his academic and research career.

Principal Deputy Director Kevin M. Scott, PhD, now serves as the head of BJS. Dr. Scott has been with BJS since 2017 and brings a wealth of subject matter expertise, statistical knowledge, and management skills. Under his leadership, BJS will continue the important work of serving as the primary statistical agency of the Department of Justice responsible for collecting, analyzing, and disseminating statistics on crime, individuals who commit crimes, victims of crime, and the operation of justice systems at all levels of government.

BJS accepted applications from college and graduate students to present their work using National Crime Victimization Survey (NCVS) data during a special lightning session at the upcoming NCVS 50th anniversary celebration event [ [link removed] ] in Washington, DC. BJS selected five students to participate. This Student Spotlight will provide a unique opportunity for selected students to showcase their work and network with other researchers, practitioners, and other professionals!

BJS encourages comments through October 2, 2023, on the Fundamental Responsibilities of Recognized Statistical Agencies and Units. Public trust in federal statistics is essential to their value and use in informing decisions across public and private sectors. To promote public trust in the statistical agencies and units that produce federal statistics, the Office of Management and Budget proposes to issue regulations pursuant to Title III of the Foundations for Evidence-Based Policymaking Act of 2018 (Evidence Act) that provide direction to statistical agencies and units. These proposed regulations also would provide direction to other federal agencies to enable, support, and facilitate statistical agencies and units in carrying out four fundamental responsibilities?


* producing and disseminating relevant and timely statistical information
* conducting credible and accurate statistical activities
* conducting objective statistical activities
* ensuring the confidentiality and exclusive statistical use of data collected for statistical purposes.

BJS seeks a Grants Management Specialist (Criminal Justice/Statistics) for the Policy Division, Criminal Justice Data Improvement Programs Unit. Job duties include?


* performing the full range of activities for grants/agreements that involve significant special provisions and completing the end-to-end grants and/or agreement administration process
* providing technical guidance on issues relating to the criminal records processes and related systems to grantees, contractors, and BJS employees
* assessing evaluation activities such as the criminal records and statistics improvement programs against short- and long-range objectives
* preparing program plans, solicitations, statements of work, priorities, criteria, and task statements for national initiatives related to the development, automation, integration, statistical analyses, research, and quality of criminal records
* participating in conferences, seminars, and workshops for the purpose of providing assistance to criminal justice practitioners and experts from federal, state, local, and tribal levels of government.
