The *Minnesota Department of Commerce *seeks to work with and facilitate connections with local and Tribal governments, utilities, businesses, communities and other entities interested in energy-related partnerships. The opportunities outlined below are funded by the Infrastructure Investments and Jobs Act (IIJA), the Inflation Reduction Act (IRA) and other state and federal programs.

The Division of Energy Resources at the Minnesota Department of Commerce will be seeking proposals from experienced entities with a proven track record of researching, developing, writing, preparing, and submitting successful proposals for state and federal grants. Grantees will submit proposals to provide their experience in training and technical assistance which may include grant writing, financial planning and management, and stakeholder development necessary to develop successful grant applications. Over the course of a three-year grant period, selected grantees will utilize Local Capacity Grants Program funds to apply for or leverage federal funding opportunities for local entities and offer technical and grant writing assistance to help build, improve, and maximize capacities for energy project planning and development across all of Minnesota.

A Letter of Interest (LOI) will be available for download on the Department?s website Request for Proposals (RFP) / Minnesota Department of Commerce - Business (mn.gov) [ [link removed] ]?through the deadline of September 8, 2023, 11:59 PM Central Time (CT).

The DOE Office of Fossil Energy and Carbon Management has announced $30 million in funding to rebuild the U.S. leadership role in the economically viable, environmentally benign extraction, separation, and refining technologies arena for critical minerals and materials, and to support generation of sustainable U.S. domestic supply chains for onshore production of REE and CMM for clean energy, commercial commodities, and national defense industries. The United States imports over 80% of its rare earth demand from non-domestic suppliers. R&D projects funded will conduct proof-of-concept testing in laboratory- or bench-scale facilities, addressing the potential viability of (ISHP) rare earth oxides/rare earth salts (REO/RES), and high purity single or binary rare earth metals (REM), at costs that are lower (e.g., ~20%) than costs for producing these materials using currently available conventional separations and conversion technologies. Two topic areas are covered by this FOA:

1. Process Development for Production of Rare Earth Metals and Co-Production of Critical Minerals and Materials from Coal-Based Resources; and

2. Production of Critical Minerals and Materials Excluding Materials Containing Rare Earth Elements from Coal-Based Resources.

The U.S. Department of Energy (DOE) announced a funding opportunity of up to $300 million in grants for states, tribes, and local governments to accelerate and strengthen electric transmission siting and permitting processes. The TSED is a new initiative designed to overcome state and local challenges to expanding transmission capacity while also supporting communities along major new and upgraded lines. Accelerated construction of new electric transmission infrastructure is essential to ensure the deployment of reliable and affordable energy for consumers, create good-paying jobs, and reducing U.S. greenhouse gas emissions by 50-52% below 2005 levels in 2030. The funding opportunity has two areas of interest: 1) Siting and Permitting Activities, and 2) Economic Development Activities.

Clean Energy Resource Teams (CERTs) Seed Grants provides $5,000 -10,000 in start-up funds for highly visible Minnesota community projects with the goals of inspiring others and providing education opportunities regarding clean energy possibilities. Each of the 7 CERTs regions across the state has a separate competition and will select awardees in the region; multi-region applications are permissible. Grants may be used for renewable energy, energy efficiency or conservation, energy storage, or electric vehicle-related demonstration projects and Grant funds can be used for labor and minor materials and supplies but not for equipment costs. CERTs is looking for fundable projects which: help people learn about clean energy; build community by engaging a variety of partners; and remove barriers, making clean energy more accessible to others.

The DOE Office of Fossil Energy and Carbon Management (FECM) have announced their intention to issue a FOA in support of critical steps in the life-cycle of EV batteries.? Two hundred million is appropriated in the IIJA for recycling and second-use support, with $74 million awarded in the first round in 2022. The FOA, with an expected $36 million in funding, will focus on solutions that reduce the costs associated with battery recycling through technologies, processes, and product designs that facilitate the transport, disassembly, and preprocessing of end-of-life electric drive vehicle batteries, as well as addressing recycling of the EV battery accessory components. ???????????????

DOE announced up to $3.5 million to help local communities create a roadmap towards repurposing existing energy assets. The Capacity Building for Repurposing Energy Assets initiative will assist communities where a significant portion of their local economy has historically been supported by energy assets, such as coal, oil, and/or natural gas power facilities and accompanying equipment and infrastructure. The initiative will help these communities build technical capacity and develop a workforce necessary to help revitalize energy systems, address environmental impacts, and tackle challenges associated with energy assets that have been retired or are slated for retirement.

* *IIJA 40304 - Carbon Dioxide Transportation Infrastructure Finance and Innovation (CIFIA) Future Growth Grants Program*

The DOE National Energy Technology Laboratory (NETL) has issued a notice of intent for ~$500 million to support the expansion of the carbon dioxide transportation infrastructure. Future Growth Grants (FGG) will pay a portion of the cost differential, with respect to a projected and probable future increase in demand for CO2 transportation by a large-capacity, common carrier infrastructure projects. FGG are intended to provide financial assistance for developing and building CO2 transport capacity that is reasonably likely to become available when CO2 suppliers such as carbon capture and direct air capture (DAC) facilities come online and/or when CO2 sinks such as CO2 storage or utilization facilities come online but is capacity that may not be contracted or utilized in the initial years of operation of the CO2 transport system.

DOE is looking for tribal feedback on the proposed formula and the resulting funding allocations for the Tribal Home Electrification and Appliance Rebates (Tribal HEAR) program. Both the proposed allocation formula and the resulting tribal allocations have been published [ [link removed] ]; see the Federal Register Notice (FRN) [ [link removed] ] and the Tribal Electrification and Appliance Rebates program webpage [ [link removed] ] for more information.

The formula proposed for use would provide a minimum of $150,000 to every tribe and allocate the remainder of funding based on local tribal housing needs. The notice also describes how tribes may assemble consortia to partner with other tribes and submit a single application to DOE, and how tribes may authorize a third-party agent to handle the application and administration of a Tribal Rebates program grant award. ?

The guidance details the requirements applicable to the prevailing wage and apprenticeship bonus credits. Bonus credits, also called ?adders?, will increase the amount of tax credit or deduction possible by up to five times the value of the regular credit or deduction. The Prevailing Wage provision incentivizes taxpayers to pay prevailing wages to the construction workers building clean energy projects or offering apprenticeship programs. The labor hours requirement provides that a minimum percentage (12.5 or 15 percent, dependent on facility construction start date) of the total labor hours for a project must be performed by qualified apprentices.?

The program provides up to a 20% boost to the Investment Tax Credit (ITC) for qualified solar or wind facilities in low-income communities. *Manufacturing Ecosystem Track:* $2.1 million is available for projects that advance clean energy manufacturing innovation ecosystems in historically underserved communities. Awarded projects will bring together public, private, and community stakeholders to address key barriers to advancing manufacturing innovation, business models, and market development.

*Collegiate Track:* $450,000 is available for student-led teams to work alongside a community partner on a project related to the clean energy transition.?*Students from minority serving institutions, universities located in rural and/or disadvantaged communities, and community colleges are especially encouraged to apply.*
