In 2016, Donald Trump exploited an environment of political, racial, and
economic divisiveness to capture the White House. If Democrats aim to take
it back, then we need to have a plan that unites rural, suburban, and
urban communities.

That’s why I was proud to introduce the 21st Century Jobs bill in
Congress. A $900 billion jobs bill, it would fundamentally shape the face
of economic opportunity in rural America by realigning companies
incentives towards the public good, not just profit.

Together, we’re going to bring all of America into the 21st century. That
starts with founding the Federal Institute of Technology — which will
coordinate grant funding, oversee an aggressive competition process, and
provide incentives for critical new research.

Our nation has incredible untapped potential — but until now, we’ve
refused to adequately invest in one of our most valuable resources:
people. That’s why our new plan provides science education funding, calls
for incentives for companies to hire rural and otherwise disadvantaged
workers, and more.

When all is said and done, our new plan will create as many as 3 million
new jobs — showing people across the country that we refuse to leave them
behind in the modern era.
