National Republicans aren’t being coy about their plans, John, they are putting it right out in the open: Their strategy to retake the House in 2020 revolves around beating Matt Cartwright and flipping PA-08 from blue to red.
Just take a look at what the conservative strategy publication National Journal had to say:

John — National Republicans aren’t bluffing about going “all in” on Matt’s seat. They started by carpeting this district with dark money ads, then Matt’s seat rating changed from “Lean Democrat” to “Toss-Up.” Now one of Matt’s opponents has launched radio ads attacking him, and articles are cropping up about this being the GOP’s “most promising pickup opportunity.”
Republicans are putting their money — lots of it — where their mouth is, and we need to be ready to fight back!
