Jack, it has been a little more than two years since Rep. Cori Bush held a five-day demonstration on the Capitol steps to successfully extend the pandemic relief eviction moratorium.
In the time since, the U.S. housing crisis has only gotten worse—rising housing costs continue to rapidly outpace wages and force people to live on the streets.

Rep. Bush has reintroduced the Unhoused Bill of Rights, which calls for rigorous federal investments into homeless assistance programs, affordable housing initiatives, and wraparound services that keep people permanently housed. Specifically, the resolution:
- Calls on the Department of Health and Human Services (HHS) to declare the unhoused crisis a public health emergency;
- Provides more affordable housing, universal housing vouchers, and increased funding for federal programs, shelters and emergency rental assistance. It also supports historic federal funding levels for state and local governments to provide support services, public restrooms, hand-washing stations, showers, laundry facilities, and water fountains;
- Protects unhoused people from harassment by law enforcement, private businesses, property owners, and housed residents; and more.
Far too often, we exacerbate the housing crisis by focusing on criminalization and removal of unhoused neighbors instead of addressing the structural causes of houselessness and economic inequality. The Unhoused Bill of Rights provides an effective and compassionate path forward.
