Dear DLCP Customers,

August is National Black Business Month, a time to celebrate Black entrepreneurs and their contributions.?At the Department of Licensing and Consumer Protection (DLCP), it is our mission to help all businesses and consumers to thrive; we are proud to acknowledge and appreciate black-owned businesses and all that they contribute to the District.

As summer draws to a close, I cannot help but express my heartfelt gratitude to the DLCP staff for their hard work over the past fiscal year. These?past few months have been an exciting time where we've focused on process improvement and increasing the ease of doing business in the District's business environment.

I am pleased to share that in our third quarter report, we achieved an 89.3% rate in our ability to process new business licenses online within one business day of submission.?

We are also continuing to expand our community outreach. Last month, DLCP hosted a two-part workshop that?centered on the specific needs of vendors and residents in Ward 8.?You can read more about the event below.

Additionally, our team has continued to host our Street and Sidewalk Vending Workshop Series.?Most recently, in partnership with the Mayor's Office of African American Affairs (MOAAA) and the Mayor's Office of Nightlife and Culture (MONC), we conducted a vending workshop that offered business entrepreneurs culturally relevant resources for vending and business licensing in the District. Please stay tuned as we announce more events soon.

Since beginning operations on October 1, 2022, DLCP launched a case management system for consumer protection. This system is designed to speed up the investigatory timeline and to provide faster resolution for our customers. In our third quarter report, we completed a fixed rate of 100% for consumer protection cases that are investigated and closed within 30 business days.?

This month, as a part of our enforcement of?the?Flavored Tobacco Product Prohibition Amendment Act of 2021 [ [link removed] ],?we were excited to host another Community Roundtable For Tobacco-Free Kids event. This roundtable discussion was a virtual event that raised awareness of tobacco use in families of color and non-heterosexual communities in the District.?Equity and diversity are major tenets of our work to serve all who call the District home.? ?

Our dedicated team works hard to set a strong foundation to propel entrepreneurs, businesses, and consumers forward. To those we serve, I thank you for your continued engagement with us and for sharing feedback on improvements to make our agency more efficient and effective.

DLCP In The Community|Ward 8 Workshop

On July 17, DLCP hosted a two-event workshop: "DLCP Who Are We?" and a Ward 8-specific version of our Street and Sidewalk Vendor Series.

Potential and existing business owners came to the R.I.S.E. Center to learn about the different services DLCP offers for residents. Information?was also provided on sidewalk vending applications, renewals, and fees.



We sincerely thank our staff and community partners who helped us identify and market to vendors and residents in Ward 8.

DLCP is committed to engaging with and listening to the feedback of those we serve. Sessions like these create opportunities for us to educate the public and receive important information about how our services can best fit all those who work, live, and visit the District.

On July 13, DLCP hosted another thriving Street and Sidewalk Vending Workshop in partnership with the Mayor's Office of Community Affairs (MOCA).? ?

Attendees gathered virtually and in person at the Martin Luther King, Jr. Memorial Library to learn about the business licensing and compliance process.?




There,?Communications and Marketing Manager Charles Basham III said: "The point of these workshops is to make sure we're doing everything we can to give consumers the resources they need to make the process as simple and easy as possible."?

We thank the MOCA agencies and partners for helping us to host this workshop series.?

DLCP Summer Youth Employee Program

In its 44th year, the Mayor Marion S. Barry Summer Youth Employee Program (SYEP)?provides work-readiness skills, project-based learning, life skills, leadership development training, and work opportunities for District youth ages 14 - 24. The goal of the program is to help prepare District youth to successfully transition from high school into postsecondary education, advanced training, unsubsidized employment, or a career in the military.?

DLCP staff had the pleasure of meeting the SYEP members in an icebreaker meet-and-greet session. Over the course of the summer, DLCP team managers provided vital mentoring on and allowed the mentees to shadow staff on their daily duties.



The SYEP began in 1979, during the first term of former DC Mayor Marion Barry?s four terms. Today, the program has become a national model. DC Mayor Muriel Bowser, now in her third term, officially named the program in his honor.

Come Join Us: DLCP LGBTQ+ Affairs Roundtable Event

Today, DLCP hosted a Community Round Table For Tobacco-Free Kids that specifically addressed tobacco use and its initiation in non-heterosexual communities and families of color.?

This event raised awareness about the harmful effects of any business selling tobacco and electronic smoking devices within a quarter mile of a District middle or high school. This workshop was presented collaboratively with DC Health, MOCA, MOAAA, and the MOLGBTQA.

Families had an opportunity to speak with health professionals about the dangers of flavored tobacco and e-cigarettes.

Small Business Resource Center

DLCP's Business and Professional Licensing Administration Small Business Resource Center (SBRC) was established over a decade ago with one overarching goal: to make starting a business in the District of Columbia easier.

The SBRC is a one-stop-shop concierge service where aspiring and existing business owners can become equipped with the step-by-step process of navigating the District?s regulatory process, providing business owners with information, guidelines, and support, thereby identifying opportunities to succeed in today?s business environment.

*The SBRC staff can assist stakeholders with navigating the regulatory process necessary to learn the basic steps of obtaining a business license. These include but are not limited to the following:*


* Discussing where you are within the registration process;
* Gain in-depth knowledge of registering with corporations (i.e., Limited Liability Companies, Corporations, Non-Profit, etc.);
* ?Registering with the DC Office of Tax and Revenue (OTR);
* ?Registering with the Department of Buildings Zoning Division (i.e., Certificate of Occupancy and or Home Occupancy Permit); and
* Providing business advancement opportunities and resources to start, grow, or expand your business model.
