The Division of Energy Resources at the Minnesota Department of Commerce will be seeking proposals from experienced entities with a proven track record of researching, developing, writing, preparing and submitting successful proposals for state and federal grants. Grantees will submit proposals to provide their experience in training and technical assistance which may include grant writing, financial planning and management, and stakeholder development necessary to develop successful grant applications. Over the course of a three-year grant period, selected grantees will utilize Local Capacity Grants Program funds to apply for or leverage federal funding opportunities for local entities and offer technical and grant writing assistance to help build, improve and maximize capacities for energy project planning and development across all of Minnesota.

A Letter of Interest (LOI) will be available for download on the Department?s website Request for Proposals (RFP) / Minnesota Department of Commerce - Business (mn.gov) [ [link removed] ]?through the deadline of September 8, 2023, 11:59 PM Central Time (CT).

We are asking interested applicants to submit a Letter of Intent (LOI) on the provided template via electronic mail to [email protected].

This request does not obligate the State to complete the work contemplated in this notice. The State reserves the right to cancel this solicitation. All expenses incurred in responding to this notice are solely the responsibility of the responder.
