Manufactured Housing Community Preservation Act
On January 7, Reps. Cindy Axne (D-IA) and Ro Khanna (D-CA) introduced H.R. 5547, the Manufactured Housing Community Preservation Act [[link removed]], which, if enacted, would be the first meaningful federal program to invest in the preservation of manufactured housing communities. As a match program, the legislation would encourage states, localities and private actors to enter or expand their roles in the preservation of one of the nation's largest sources of affordable housing. In recent months, Prosperity Now has worked with these House offices and we are very appreciative of their commitments. HUD Proposes Changes to Manufactured Home Construction and Safety Standards
HUD is requesting comments on its proposed changes to the HUD Code. The proposal, which addresses numerous items in the code, will be open for comment through March 31. Many of the changes are meaningful, including revising the definition of “attached accessory building or structure,” requiring factory-installed carbon monoxide detectors and changing the requirements when attaching carports and garages on site. In the NewsProposal to Help Residents Buy Parks Advances in Colorado
Advocates came to Denver to voice their support for HB20-1201 [[link removed]] and HB20-1196 [[link removed]], which were approved by the House Committee on Transportation and Local Government. HB20-1196 aims to provide park residents with more protection for management retaliation, utility charges and privacy concerns. HB20-1201 would require park owners to notify residents of their intent to sell a year in advance and requires them to offer residents a reasonable offer to buy their park. Read More [[link removed]]
New California Bill Would Cap Mobile Home Rent Increases
Introduced by Assemblymember Sharon Quirk-Silva, this bill would place rent caps on all manufactured homes across the state of California. Limiting future increases to 5% a year plus the cost of living and preventing landlords from increasing rents more than two times in one year, this bill would offer protection to residents of manufactured homes across the state. Lawmakers Kill Manufactured Housing Bill
On February 19, lawmakers in the Iowa House and Senate decided that they would not advance S.F. 2238, which looked to expand on protections that are afforded for residents of manufactured homes. This bill faced opposition from the Iowa Manufactured Housing Association, with one lobbyist stating that while the group supported some aspects of the bill, other aspects, such as for-cause eviction, are "so egregious."
