Some key elements of ARPA:

extended unemployment benefits for those who had jobs affected by the pandemic
capped taxes owed on unemployment resulting from Covid-19 business job cuts
$350 billion to help state, local, and tribal governments
$122 billion for schools
$21.6 billion for rental assistance programs
