Fire Safety Resources to Help Protect Homes and Lives

With wildfires continuing to threaten communities across B.C., contractors should refresh their knowledge of fire safety to protect their crews and construction sites.

B.C. to Require All New Homes Have a Temperature-Controlled Room

A forthcoming change to B.C.'s Building Code that will require all new homes to have at least one temperature-controlled room presents an important opportunity to build creatively for the future, says an expert in environmental design and sustainable architecture.

The government is proposing that all new homes have a minimum of one living space that is designed not to exceed a temperature of 26 C, through either passive cooling measures, such as shading, or a cooling appliance.

"Mandatory requirements for new buildings will help address the effects of extreme heat events on building occupants to improve public safety and better prevent future fatalities," said a statement from the Ministry of Housing, provided by communications manager Tasha Schollen. The updated building code is expected to be implemented in December.

Vivian Loftness, a professor of architecture at Carnegie Mellon University in Pittsburgh, with 30 years of focus on environmental design and sustainability, said there are proven design strategies to help cool the home.

These include "cool roofs" designed to reflect more sunlight than conventional roofs, strategic window placement, retractable awnings and other window coverings. Rainscreen facades — a cladding layer separated from the exterior wall by a small gap — offer additional protection against rain, heat and cold.

It also quotes CHBA BC Vice President, Mark Bernhardt who said recent updates to the Building Code regarding energy-efficiency requirements have already spurred changes in how homes are built and designed. These have included extra insulation, strategic window placement and slightly bigger overhangs on the south side of a single-family home to shade windows.

New Home Rebate Program Changes

The FortisBC New Home Program is set to undergo a program change in 2024. To ensure rebate eligibility for the rebates available under the 2023 New Home Program, builders must:
  1. Pre-register their project by December 31, 2023. This will ensure the builder is eligible to apply for the rebates after completing construction.
  2. Have the building permit issued before December 31, 2023.
  3. Complete the project by December 31, 2025, and apply for rebates within six months of project completion. For builders pursuing the Step Code pathway rebates, an energy advisor will apply on your behalf.
FortisBC will be hosting two information sessions to give a rundown of the program changes and answer questions. Both sessions will cover the same content so please feel free to register for your preferred date/time using this link.

Phase 2 of Technical Safety BC's Contractor Advertising Requirements

The next phase of Technical Safety BC's Contractor Advertising Requirement changes will come into effect at the end of September. Phase 2 of the regulation changes affecting contractor advertising will require licensed contractors in electrical, gas, elevating, and BPVR to add their TSBC licence number to all print promotions.

As a reminder, Phase 1 requires a Licence number to be included on all digital sales and marketing materials has been effective as of January 1, 2023. The final phase which requires the licence number on all assets such as vehicles and storefronts is scheduled to come into effect on January 1, 2024.
