John, I’ve been up and down California this past week meeting directly with Golden State voters about their concerns, their priorities, and the top issues that California’s next U.S. Senator must address.
And one thing I continue to hear over and over again is this: The Senate is broken — it has been for a very long time. And it’s only gotten worse with Mitch McConnell’s abuse of the filibuster for years.

When we controlled the House and Senate, we did incredible things, like pass the Inflation Reduction Act, the CHIPS and Science Act, and so much more. But there were dozens and dozens of other key priorities that didn’t see the light of day, because Mitch McConnell buried them in the Senate.
Abortion rights, voting rights, campaign finance reform, and more were held hostage by McConnell’s abuse of the filibuster — a mechanism that exists nowhere in our Constitution and that Republicans have abused for years to grind legislation to a virtual halt.
When our institutions fail to produce, voters start looking for other solutions — including to a demagogue who promises that “they alone can fix it.” And part of the reason we have not been able to pass legislation to reinforce the guardrails of our democracy and protect us from such demagogues — like my Protecting our Democracy Act — is due to the dysfunction in the Senate and abuse of the filibuster.
That’s why I believe so strongly that California’s next Senator must be a leader in reforming this institution to serve the interests of our country and its people — and that’s the kind of leader I strive every day to be.
