Sign-on Letter Update: CRA
Dear John,
As you will remember, PIF has been circulating a sign-on letter in opposition to the House’s use of the Congressional Review Act (CRA) to attack the Biden public charge rule. This week we finalized the CRA letter [[link removed]] with 630 organizations representing all 50 states and it has been sent to House leadership. We are grateful to all the PIF members and friends who worked so hard to help us reach our goal. We also want to also provide an update on the timing of a potential vote and what to expect next.
The Senate passed their public charge CRA resolution in May. We had expected that the House would act expeditiously to vote as well. But House leadership did not move to a vote before the August recess.
As it turns out, the House is under no procedural obligation to consider the public charge CRA in a timely way. In fact, they can take up the resolution at any point during the 118th Congress, which means any time between now and January 3, 2025. For those of you who are legislative process nerds, we learned that the CRA “clock” stopped when the Senate passed their public charge CRA resolution in May.
The education and organizing we have done to date puts us in an extremely strong position to respond if and when House leadership decides to move forward with a vote–and we assume they will. However, it could pop up at a moment’s notice.
If and when the House moves forward with the vote on the public charge CRA resolution, we will alert our network, update the date on the letter, and offer an additional opportunity to sign on.
