Preview: New state funding for EV charging stations

Departments of Ecology and Commerce to open grant applications Sept. 6

Background

Building charging infrastructure to support the growing adoption of electric vehicles (EV) is a priority for the State of Washington. In addition to Commerce’s Washington Electric Vehicle Charging program, our partners at the Department of Ecology are launching new "Charge Where You Are" grants.

Here is some information about both programs to help potential applicants prepare for this key funding opportunity.

EV Charging

Project Types

Installing Level 2 or DC Fast Charging (DCFC) for:

  • Multi-family residential charging
  • Publicly-available charging in underserved communities
  • Fleet depot and workplace charging

Application Period

Sept. 6 – Dec. 1, 2023

Eligible Lead Applicants

  • Electric utilities
  • Public agencies
  • Federally recognized Tribal governments
  • Non-profit 501(c)(3) organizations

Lead applicants are encouraged to partner with each other and the private sector, including charging companies or site hosts.

Funds Available

$64 million this round

  • Level 2: $7,500 per plug
  • DCFC: $85,000 per plug

Projects that include priority elements may qualify for additional points. More information in guidelines.

Funding Cycle

The first of two funding cycles to be offered in 2023-2025. An additional $60M is expected to be distributed in 2024-2025.

Project Period

Recipients should expect to complete Level 2 projects within 270 days, and DCFC projects within 580 days.

Charge Where You Are

Project Types

Installing 4-10 Level 2 charging plugs for:

  • Multi-Unit Residential Buildings
  • Publicly available charging
  • Fleet and workplace charging

Application Period

Sept. 26 – Nov. 16, 2023

Guidelines will be published on Sept 26.

Eligible Applicants

Eligible applicants include, but are not limited to:

  • Businesses 
  • Non-profit 501(c)(3) organizations
  • Public organizations
  • Tribal governments

Private and public entities are encouraged to apply. 

Funds Available

$1 million available this round. 

  • Level 2: $10,000 per plug, or up to 80% of project costs

Projects that qualify for reduced match may receive up to 100% of project costs. More information in guidelines.

Funding Cycle

Applications will open for several rounds. Ecology expects to distribute the full $3.5M for Level 2 charging projects over the next two years. 

Project Period

Recipients should expect to complete projects within one year of signing grant agreements.

Next Steps

In preparation for the opening of these grant opportunities, we recommend potential applicants: 

  • Determine how on-site charging may benefit your organization and community. 
  • Consult with your electric utility regarding your site’s readiness and capacity for the proposed project. If you do not own the property, consider drafting a site-host agreement. 
  • Familiarize your organization with the state procurement process and permitting process.
