In 2020, a carbon pipeline rupture in Satartia, Mississippi sent 45 people to the hospital. This incident highlighted major flaws in the rules that guide pipeline safety and emergency responses for pipeline disasters.
Although federal agencies have announced plans to update their pipeline regulations, they are not completed. So the energy industry is in a mad dash to build out more pipelines before these new regulations apply to them.
The oil and gas industry is looking to build up to 90 thousand miles of pipelines in the next few decades. The unique properties of carbon dioxide transported via pipelines can dramatically increase the impact zone in an accident, even beyond those of oil and gas pipelines.
Carbon dioxide does not ignite or dissipate quickly in the event of an accident or release, as was evident in the 2020 blowout in Mississippi. As a heavy gas, it can linger in communities and cause serious health issues.
Carbon dioxide is odorless, colorless, and asphyxiant — meaning it displaces oxygen in the air — it has the potential to cause long-term health effects and injuries in nearby communities during a pipeline rupture.
Existing regulations for carbon pipelines are inadequate, and the key pipeline regulator, the Pipeline and Hazardous Materials Safety Administration, is not planning to finish their regulations in the near future. Other agencies like the Army Corp of Engineers have said little about plans to update their permitting rules.
We can’t allow oil and gas to build out carbon pipelines with no oversight or safety regulations. And we can’t allow more pipelines to endanger communities and our food and water. We must push Congress and President Biden to act.
