James Robinson’s Policy Insight, published in the August issue of Health Affairs, examines industrial policy opportunities within the three principal sectors of the life sciences: research universities and laboratories, entrepreneurial startups and scale-ups, and pharmaceutical and medical device corporations.

Among other recommendations, Robinson advocates for the public support of start-ups modeled after the Small Business Innovation Research program and the strengthening of public procurement for pharmaceutical and medical technologies.

In response to Robinson’s piece, J. Stephen Morrison and Michaela Simoneau note that an industrial policy-based approach to developing the life sciences requires heightened geopolitical awareness, significant public funding, and bipartisan support, while Thomas Bollyky critiques Robinson’s global competition lens, instead advocating for an industrial policy rooted in global collaboration.
