CHBA BC Feedback to BC Government for 2024 Budget

The BC Government's Select Standing Committee on Finance and Government Services has released its annual report of public consultation on the provincial budget. The report for the 2024 budget picks up on CHBA BC recommendations regarding PST changes to help affordability for first-time homeowners, licensing program for renovators, reforms to the employer health tax, and greater incentives for energy efficiency in building.

The full report is available here, with recommendations regarding housing beginning on page 58.

The Report on the Budget 2024 Consultation also includes a recommendation to enact prompt payment legislation. CHBA BC continues to oppose the implementation of Prompt Payment legislation for the residential construction industry and advocates that such legislation would impact the work of home developers and builders, increasing the cost of housing.

Prompt Payment Not a Good Strategy for Residential Construction

While other construction industry associations in B.C. advocating for the industrial, commercial, and institutional sector push for Prompt Payment Legislation (PPL), CHBA BC and its members are standing firm that PPL is not the right fit for the residential construction industry.

CHBA BC supports ensuring contractors in the residential construction industry be paid on time, as set out in their contracts, but PPL would apply a one-size fits all approach from small residential construction projects to multi-billion-dollar public infrastructure projects where significant delays are more commonly seen. Another level of bureaucracy and administration will ultimately only slow down the construction of much-needed homes.

As both CHBA BC CEO, Neil Moody and HAVAN CEO, Ron Rapp, explained to the Journal of Commerce, the implementation PPL would add unnecessary administration and legal costs to an industry that already is subject to an enormous regulatory burden. Prompt Payment legislation will negatively impact the rate of housing construction — something we cannot afford to do in today's crisis.

'Poison Pill' Restrictions Crushing Hopes for More Multi-Unit Housing In Victoria

As cities like Vancouver and Victoria look to increase housing options and density by encouraging multiplex housing on traditionally single-family lots, builders are running into roadblocks at the municipal government level in trying to get their projects started.

Victoria was the first B.C. municipality to adopt a policy to allow up to six units on a single-family lot with the aim of adding housing that's more affordable than a single-family home and more spacious than a condo. But in the four months since it took effect, there have been no applications for multi-unit housing.

As the Vancouver Sun reports in this article, developers and housing advocates say that's because Victoria's policy contains too many "poison pill" restrictions that effectively kill any project that doesn't conform to the single-family-home esthetic.

CHBA BC has welcomed the action the Province is taking to allow as-of-right multiplex housing projects on single-family lots. This is an important step to build more attainable housing forms in existing neighbourhoods and keep up with our growing housing needs. CHBA BC continues to advocate for provincial legislation to set the baseline of success for multiplex projects and discourages additional barriers that could be imposed at the municipal level. We continue to identify ways that multiplex policies need to be supported including parking standards, floor area calculations, heights and setbacks, and development cost charges.

Feedback Sought on Return to Work Obligations
WorkSafeBC

WorkSafeBC recently amended the Workers Compensation Act to add a duty to cooperate and a duty to maintain employment. These new provisions will come into force January 1, 2024.

WorkSafeBC's Policy, Regulation and Research Department has released a discussion paper with proposed policies to provide guidance on these new provisions. The four proposed policies to support the new duty to cooperate and duty to maintain provisions are entirely new policies.

You're invited to provide feedback on the discussion paper and proposed policies until 4:30 p.m. on Friday, September 1, 2023.
