Public Notice: Public Meeting Notice for Town of Pine Bluffs North Wells Development Project
The Town of Pine Bluffs, Wyoming will conduct a public meeting at 4:15PM, Wednesday, August 30, 2023 in the Pine Bluffs Town Hall. The purpose of this meeting is to allow citizens to review and comment on the following project:
The Town of Pine Bluffs North Wells Development Project (NWD) includes the installation of 9000 linear feet of six and eight inch water distribution line. In addition to this new waterline the Town will also install sewer mains, sewer lift station and ancillary utilities to complete the initial phase of the development. The North Wells Development Project is part of the Town?s continuing effort to provide affordable housing and mixed-use properties to its citizens. The Phase 1 development includes the addition of 30 residential lots, 7 light industrial lots, 2 mixed use properties and town-owned greenspace. The North Wells property was purchased by the Town in 2014 for the dual purpose of Well Head Protection and stabilization of the Town?s water supply. The existing water wells, which were purchased as part of the property transaction were integrated into the Town?s water system in 2017 and these wells serve as an important component of today?s water supply. The NWD has been envisioned since 2014, has been part of the Town?s Master Plan and is an effort to allow reasonable growth for a landlocked community.
The Town of Pine Bluffs intends to use funds from the Wyoming Drinking Water State Revolving Fund administered by the Wyoming Office of State Lands and Investments (OSLI). The Town will present the preliminary design of the proposed project and discuss the estimated cost of the improvements. Based on the current estimates the Town of Pine Bluffs plans to borrow $1,875,000 from the Wyoming Drinking Water State Revolving Fund. The Town anticipates the OSLI may grant additional subsidies in the form of Principal Forgiveness of up to 50% and provide a loan up to 2.5% over 20 years. Specific Purpose Sales Tax and user fees will repay this loan.
Assuming the above principal forgiveness and loan rate, the monthly cost of this project and loan would be $8.90 per tap. The Town Council passed new water base rates and water fees in the Spring of 2022 and we do not anticipate any new rate increases at this time.
