Across the United States and the world, communities faced brutal heat waves throughout last month. July was the hottest month ever recorded on Earth, and the extreme heat will continue through August.
As the UN Secretary General said in late July: “Climate change is here. It is terrifying. And it is just the beginning… It is still possible to limit global temperature rise to 1.5C [above pre-industrial levels], and avoid the very worst of climate change. But only with dramatic, immediate climate action.”
That's why I introduced two policy solutions to meet the scale of this crisis by pushing financial institutions and insurance companies to stop funding fossil fuel projects: the Fossil Free Finance Act and the Polluter Portfolio Disclosure Act.

The Earth is burning. July was the hottest month ever recorded, with long stretches of extreme heat.
These deadly heat waves will continue through August, and will keep getting more intense and more frequent because of climate change.
To have any hope of avoiding the worst impacts of climate change, we must take immediate and drastic action to stop burning fossil fuels.
This year, I introduced two policy solutions to meet the scale of this crisis by pushing financial institutions and insurance companies to stop funding fossil fuel projects: the Fossil Free Finance Act and the Polluter Portfolio Disclosure Act.

The Fossil Free Finance Act, introduced with Rep. Ayanna Pressley and Sen. Ed Markey, would require the U.S. Federal Reserve to finally address the climate crisis.
Under the Federal Reserve’s supervision, financial institutions provided trillions in direct fossil fuel financing. The Federal Reserve is supposed to protect our economy, not surrender our planet to corporate polluters or shepherd our financial system to its destruction.
The bill would mandate financial institutions to stop financing projects linked to increased greenhouse gas emissions, to prioritize withdrawing funding from companies and projects that have a disproportionate negative impact on low-income communities and communities of color, and to prioritize lending to companies that provide benefits to workers impacted by the transition to a clean energy economy. We must always center the people who already face environmental racism, including many in my community.
The Polluter Portfolio Disclosure Act, introduced with Rep. Adam Schiff, would require insurance companies to disclose their investments and underwritings related to coal, oil and gas projects, and fossil fuels.
As our communities face increasing climate risks, major insurers are refusing to cover communities most vulnerable to climate change. But at the same time, these insurers continue to invest in and underwrite the fossil fuel projects and companies driving the climate crisis. The American public deserves to know how the insurance industry is bankrolling the climate crisis.
