As I wrote to you last week, 
a special election on August 8th could determine the state's ability to require more than a simple majority for a ballot measure on abortion. Issue 1 is on the ballot requiring 60% voter approval for ballot measures to be adopted. This, in turn, if it passes, would require any effort on abortion access to surpass the 60% threshold, as well as any other measure. 

The reality of this is not that they want a "supermajority" to pass a constitutional amendment but that the minority (40%) can block any changes that the majority of the electorate wants. An abortion measure has already met the required signature amount for the November ballot - close to 500,000 signatures from 55 counties in Ohio. Without a 60% + 1 majority in November, abortion will remain heavily restricted in the state, as a six-week ban is already in place.
