Asbestos Certification Update
WorkSafeBC

Starting on January 1, 2024, anyone performing asbestos abatement work in B.C. will need to have certification that they have completed training from an approved training provider.

The level of certification needed depends on the type of asbestos work being undertaken. If you are a worker or independent operator, WorkSafeBC has developed an online tool to help determine what type of certificate is required for various abatement activities.

CHBA BC is working closely with WorkSafeBC's certification team on the implementation of the new requirements. Discussions are unfolding on how asbestos certification and licensing requirements will apply to homebuilding members and various construction activities and what efforts WorkSafeBC can take to ensure a seamless transition by the new year. City of Vancouver to delay developer fee hikes due to economic conditions

Last week, Vancouver City Council followed staff recommendation and approved a deferral of the city's Development Cost Levies (DCLs). This deferral will move the 8.3% inflationary rate adjustment to September 30, 2024, when the rate of DCLs are scheduled to increase by 20.8% for residential and 28.3% for non-residential builds.

As building costs have increased, coupled with sustained interest rate hikes, City of Vancouver's delay recognizes the negative impacts on new developments and offers some relief to the industry during these challenging times.

Other jurisdictions across the province are encouraged to take similar steps to ease the cost burden on new housing, particularly by pausing in moving forward with significant DCC increases scheduled for this year.

CHBA BC Education is pleased to announce a partnership with Community Energy Association (CEA) to make education more accessible to builders. As part of the Kootenay Energy Transition Project, CEA is offering a $200 subsidy for participants from the Regional Districts of Kootenay Boundary, Central Kootenay and East Kootenay, and those joining from the Columbia Basin Trust Region.

Ideas to get Homes Built Faster from Professional Planners

Ontario's Professional Planners have developed a list of 13 recommendations which they say could help get housing built faster.

The Ontario Professional Planners Institute (OPPI) OPPI convened an expert committee of 30 RPPs who work both within municipalities and private sector consulting firms to create a series of 13 Recommendations for Housing Supply Action Plan on how to improve the planning process in Ontario. Many of the recommendations focus on simplifying and streamlining the process, while others suggest reforming zoning, increasing delegation of technical approvals to planners, and addressing the growing skills gap by increasing the number of planners in Ontario.
