Manning Reintroduces Legislation to Improve Maternal Health
This month, Congresswoman Manning reintroduced the Advancing Maternal Health Equity Under Medicaid Act.
The United States has the highest maternal mortality rate among peer nations, which disproportionately impacts Black women, Native women, women in rural communities, and low-income women. According to the Centers for Disease Control (CDC), 60% of all pregnancy-related deaths in the United States are preventable.
Congresswoman Manning's legislation would expand access to vital health services during and after pregnancy for people with Medicaid coverage. Watch her remarks on the House floor below:
Manning's Bipartisan National & Global Security Bill Passes House Foreign Affairs Committee
Congresswoman Manning, Vice Ranking Member of the House Foreign Affairs Committee, and Congresswoman Young Kim (R-CA) introduced the bipartisan Securing Global Telecommunications Act, which passed the House Foreign Affairs Committee and was reported favorably to the House.
Congresswoman Manning participated in the House Foreign Affairs Committee markup, where her bill passed with broad bipartisan support.
The Securing Global Telecommunications Act promotes secure technology to counter Chinese and Russian attempts to gain control over critical telecoms infrastructure and strengthens the United States’ leadership in communications technology.
Federal Aviation Act Passes U.S. House with Manning Amendments to Bolster Aviation Workforce
Congresswoman Manning voted in favor of the bipartisan Securing Growth and Robust Leadership in American Aviation Act to reauthorize the Federal Aviation Administration (FAA) for five years.
This legislation included two of Congresswoman Manning’s amendments to bolster youth aviation training initiatives and encourage aviation workforce development at Historically Black Colleges and Universities (HBCUs) and Minority Serving Institutions (MSIs).
Manning's Bipartisan Health DATA Act Passes Education and Workforce Committee
Congresswoman Manning's bipartisan Health DATA Act improves transparency in the health insurance marketplace by streamlining employers’ ability to compare plans and provide their workers with high quality and affordable health benefits.

- Congresswoman Manning, alongside Senator Tim Kaine (D-VA) and Senator Bill Cassidy (R-LA), reintroduced the bicameral Auto Re-Enroll Act of 2023 to improve Americans' longterm financial stability.
- Congresswoman Manning introduced her bipartisan Patients Right to Shop Act, which prohibits "gag clauses" in pharmacy benefit manager (PBM) contracts to ensure patients can conveniently access information on the cost of their prescription drugs.
- Congresswoman Manning is a proud cosponsor of Social Security 2100, which improves the Cost-of-Living Adjustment and increases benefits for all Social Security beneficiaries.
- Congresswoman Manning joined Democrats in supporting the Freedom to Vote Act, which protects American democracy from oppressive voter laws, partisan gerrymandering, and dark money in elections.
Congresswoman Manning Hosts First New Democrat Coalition Workforce Development Task Force Roundtable
Congresswoman Manning, Chair of the New Democrat Coalition’s (NDC) Workforce Development Task Force,Task Force Vice Chairs Hillary Scholten (MI-03) and Gabe Vasquez (NM-02), and NDC Outreach Vice Chair Salud Carbajal (CA-24) hosted a roundtable to discuss workforce development with leaders from state workforce programs across the U.S.

Businesses are planting their roots and expanding their companies in North Carolina, bringing good-paying jobs to the Triad, and boosting the state’s economy. I’m laser-focused on ensuring that North Carolinians are well-equipped with the skills they need to take on these good-paying jobs and fill workforce shortages across various industries,” said Congresswoman Manning.
“I was glad to host a workforce development roundtable to discuss how Congress can implement effective workforce trainings and apprenticeship programs that will benefit employers and workers across the nation.”
