and colleagues on hospital value-based payment programs that were created to incentivize the delivery of quality care.
CMS Hospital Value-Based Programs
In their paper in the July issue of Health Affairs, Charles Kahn III and coauthors
examine the three hospital value-based payment programs of the Centers for Medicare and Medicaid Services (CMS): the Hospital Readmissions Reduction Program, the Hospital Value-Based Purchasing Program, and the Hospital-Acquired Condition Reduction Program.
Khan and coauthors analyze these three programs, which are intended to incentivize the delivery of quality care within hospitals, to determine how penalties relate to patient and community health risk factors.
They find "statistically significant positive relationships between hospital penalties and several factors that affect hospital performance but that hospitals cannot control–namely, medical complexity…uncompensated care, and the portion of hospital catchment area populations who live alone."
Ultimately, Khan and coauthors conclude that hospitals could be penalized for certain "health equity risk factors" at the community level.
