Co-Chairing a Caucus, Neighbors Helping Neighbors and Affordable Internet

Dear John,

I'm proud to announce that I've been named Co-Chair of the bipartisan House Military Depot and Industrial Facilities Caucus along with U.S. Rep. Blake Moore (R-UT-01).

As Co-Chair of this important caucus I am able to more effectively advocate for American military depots, arsenals, ammunition plants and more throughout the nation, world and right here at home for the Tobyhanna Army Depot.

Last week, leaders of the House Military Depot and Industrial Facilities Caucus were briefed by Gen. Charles R. Hamilton (above), Commanding General of the Army Materiel Command, on the Army’s Organic Industrial Base (OIB) modernization plan and the critical role it plays in ensuring Army readiness.

The Army’s industrial base is made up of 23 depots, arsenals and ammunition plants, including Tobyhanna Army Depot in Monroe County. The OIB manufactures, resets and maintains Army equipment, providing critical materiel and sustainment support to warfighters across the Joint Force.

Our depots, arsenals and ammunitions plants are the most important element of military readiness. The hardworking men and women at Tobyhanna Army Depot toil tirelessly to keep the American war fighter equipped with the best technology. From navigational equipment to missile guidance and control, Tobyhanna is a role model for government efficiency and American ingenuity.

Across the country, our military industrial facilities are fundamental to ensuring our freedoms and I’m thrilled for this opportunity to continue to advocate for them.

Discuss Food Security on National PA Day

Team Cartwright was happy to work on the issue of hunger at the Harry and Jeanette Weinberg Northeast Regional Food Bank through discussing food security policy issues with local organizations and Legislative Staffers from Northeastern Pennsylvania.

The Weinberg Food Bank in Pittston hosted Legislative Staffers from my Scranton office and the offices of Governor Shapiro, U.S. Senator Bob Casey, PA State Senators Marty Flynn and Rosemary Brown and State Rep. Bridget Kosierowski.

Affordable Broadband in

Northeastern Pennsylvania

In America today, one in five households are not connected to the internet, which has a negative impact on the growing number of Americans who rely on this critical utility.

To help address this digital divide, Congress passed the American Rescue Plan, which created the Emergency Broadband Benefit to provide affordable and accessible broadband access for low-income households.

The Affordable Connectivity Program allows qualifying households to save up to $30 a month on their internet bills. In Northeastern PA 33,000 households have already enrolled in the program, saving an estimated $11.9 million annually.

Legislative Update:

Bipartisan Bill Passes

House Oversight Committee

Earlier this year, I reintroduced my bipartisan legislation, H.R. 1695 - the Strengthening Agency Management and Oversight of Software Assets Act. I am proud to announce H.R. 1695 advanced out of the House Committee on Oversight and Accountability during the Committee’s July 12^th markup.

It was the only Democrat-led bill to be considered and passed on a 39-0 roll call vote. H.R. 1695 will move forward to be debated by lawmakers on the House floor later this year.

This bipartisan, bicameral legislation would help federal agencies create a plan to purchase software in a more cost-effective manner and save millions of American taxpayer dollars in the long run.

H.R. 1695 would also build off the success of my previous legislation, the MEGABYTE Act, which targeted duplicative software purchases by agencies. Since being signed into law in 2016, the MEGABYTE Act has saved taxpayers more than $450 million.
