Hi John,
From a joint session of Congress in Washington to a dog walking session On the Job in Minnesota, last week was a memorable one! I’m checking in to tell you more about what I was up to. Before you scroll, be sure to read my whole update for important information regarding PACT Act benefits below, and spread the word to the veterans in your neck of the woods:
President Herzog's Address
Last week, Israeli President Isaac Herzog delivered a beautiful, honest, and uplifting speech to Congress. He focused on the strong, bipartisan, and multifaceted relationship the United States has built with Israel throughout the last 75 years, grounded in the many interests and values our two nations share. I am, and will always be, a staunch supporter of the nation of Israel, and while there were critiques of this visit, I believe condemning an entire people and country racist, is beyond the pale. There is a significant difference between condemning the leader of a nation and/or government and demeaning an entire country and its people. In fact, as someone displeased with the current Israeli government - particularly their waning support for a two-state solution and damaging judicial reform policies - I believe such criticisms are warranted and are not antisemitic.
Democrats and Republicans long have worked together to maintain bipartisan consensus that Israel's future as a Jewish and democratic state is in America’s - and the world’s - best interest. I believe we must work toward a sustainable two-state solution that allows Israel and a demilitarized, democratic Palestinian state to live side by side in peace, security, and prosperity. I know this will be difficult work - but it is also necessary work, and the U.S. must be engaged in it.
Celebrating Differences
Speaking of working together, it has always been my personal mandate to pursue common ground for the common good. We are a country that is built on celebrating differences, and that's why I was so excited to sit down with StoryCorps for a conversation with Representative Tim Burchett (R-TN). Our conversation was part of their One Small Step program, a new initiative that brings Members of Congress from opposite sides of the aisle together to foster personal exchanges and connections through shared experiences.
My friendship with Rep. Burchett may be surprising to some, but, to me, it proves that when we listen to one another and get to know each other’s life stories, we build a foundation to work more effectively for the American people. It's my hope that more Members will be inspired by our collaboration and work with, not against, one another – and if you’re interested in similar conversations happening in Minnesota, click here to learn more about my Common Ground Workshops!
On the Job at Secondhand Hounds
Last week, I had the opportunity to go On the Job at Secondhand Hounds, a remarkable organization in Minnetonka dedicated to providing care and resources for animals while trying to find them a permanent home. After a tour of their impressive facility, I spent my shift organizing, cleaning, and spending time with my new pal Roadie (pictured below!). While they showed me the ropes, I learned more about their impactful services, and as a rescue pet owner myself, left inspired by their work.

Last Call for Retroactive PACT Act Benefits
I helped pass the PACT Act last year, and as we approach the one year anniversary of the bill being signed into law, I want to make sure every veteran knows about the benefits that they may be eligible for. PACT Act provisions require the VA to recognize more than 20 presumptive conditions related to toxic exposure—including Agent Orange, burn pits, and more. Veterans or their survivors who want to file claims for toxic exposure-related medical conditions under the PACT Act need to do so, or declare their intent to do so, by August 9th, 2023, if they hope to receive retroactive benefits.
There’s no deadline to apply for other types of PACT Act benefits, but if you file your PACT Act claim—or quickly submit your intent to file—by August 9, 2023, you may receive benefits backdated to August 10, 2022. Click here for resources on how to file and more information on the PACT Act.
Keep the faith, and keep in touch,
Dean Phillips

Bill of the Week
✔️ The Gray Zone Assessment Act
The nature of warfare is changing. We’ve entered the era of great power competition, and we must ensure the United States is adequately prepared to identify and counter unconventional threats. That's why I am a proud cosponsor of the Gray Zone Assessment Act. This bipartisan legislation provides crucial provisions to help the United States coordinate and counter malicious gray zone tactics and strengthen national security.
