Four sign-on letters for organizations from members of the Coalition on Human Needs:


Below are four letters that CHN is encouraging all organizations to sign on to:

  1. The first is from Families USA opposing Medicaid block grants.
  2. The second is from Community Action Partnership in support of Low Income Home Energy Assistance Program (LIHEAP).
  3. The third is from National WIC Association in support of WIC funding.
  4. The fourth is from National Women's Law Center in support of child care and early learning appropriations.

1.) Families USA is circulating a letter to CMS regarding Medicaid block grants:

"There are still a few days left to sign-on to Families USA's letter to CMS urging the administration to rescind the new Medicaid block grant guidance released on January 30th.

This guidance will surely lead to catastrophic implications for state budgets, and state Medicaid programs and the communities they serve.

The sign on letter will be open until end of day on Thursday, February 20. Please contact Jane Sheehan at [email protected] with any questions you may have!"

2.) Community Action Partnership is circulating a letter in support of LIHEAP:

Last chance! Sign on to the 2021 letter in support of the Low Income Home Energy Assistance Program

Just this week, the Trump administration proposed to eliminate LIHEAP for the fourth consecutive year.

Join your colleagues across the country in signing the National Energy & Utility Affordability Coalition (NEUAC) letter of support today and demonstrate the importance of LIHEAP in your community!

LIHEAP serves a vital, life-saving role, protecting millions of families from the most brutal climate fluctuations, including increasingly hot and dangerously cold temperatures.  In addition, each year, LIHEAP contributes nearly half of the total funding included in the Weatherization Assistance Program network.

3.) National WIC Association is circulating a letter in support of WIC funding:
Please sign your organization on here by Friday, February 28. The sign-on letter supports WIC funding in the following ways:

  • $6 billion in overall budget authority for WIC. This is consistent with FY 2020 funding. The President’s Budget recommended a lower funding level at $5.5 billion.
  • $90 million for the set-aside for breastfeeding peer counselors. This is consistent with FY 2020 funding – a big win after nearly a decade of flat-funding. The President’s Budget recommended a lower funding level at $60 million.
  • $14 million for the set-aside for infrastructure. This is consistent with FY 2020 funding.
  • $35 million for the set-aside for management information systems. This set-aside has not been funded since FY 2015. The President’s Budget did not include this set-aside.

4.) National Women's Law Center is circulating a letter in support of child care and early learning appropriations.
We – along with input from other national partners in the Child Care & Early Learning Coalition – have put together our FY 2021 appropriations asks for child care and early learning, which include:

  • + $5 billion for the Child Care and Development Block Grant, which could serve as many as 646,000 additional children and build off the recent gains made by states in serving more families, raising payments to providers, and improving their child care assistance systems;
  • +$1.256 billion for Head Start (total of $11.869 billion), including a cost-of-living adjustment to support the Head Start and Early Head Start workforce, quality improvement funding to address the impacts of trauma and adverse childhood experiences (ACES), and funding to expand Early Head Start, including for Early Head Start-Child Care Partnerships;
  • + $787.300 million for early childhood services for infants, toddlers, and preschool-age children provided through the Individuals with Disabilities Education Act (IDEA); and
  • +$125 million for the Preschool Development Grants Birth through Five (PDG B-5) program
