Preserving manufactured/mobile home communities:
*Registry of eligible organizations* to"*?*"receive Notices of Opportunity to Compete to Purchase?
Manufactured/mobile home communities provide affordable homeownership for households with middle to low incomes and create housing stability and long-term wealth building opportunity. However, closures and conversions to other uses, combined with low vacancy rates in existing communities and the extremely high cost of moving homes when these communities close, make this type of affordable housing option increasingly insecure for the residents who reside in these communities.
In an effort to encourage and facilitate the preservation of existing? communities the Washington State Legislature passed?E2SSB 5198 [ [link removed] ] during the 2023 session.?It is the intent of the legislature to encourage and facilitate the preservation of existing manufactured/mobile home?communities and, to the extent necessary and possible, involve the residents or an eligible organization, in the preservation of these communities.
What is the registry and who can be listed?
Commerce is notified when a manufactured/mobile home community or the land it sits on is proposed for sale. We are creating a registry of eligible organizations that will receive Notices of Opportunity to Compete to Purchase these manufactured/mobile home communities. An "eligible organization" is defined as:
* Community land trust
* Resident nonprofit cooperative
* Local government
* Local housing authority
* Nonprofit community or neighborhood-based organization
* Federally recognized Indian tribe in the State of Washington
* Regional or statewide nonprofit housing assistance organization
Any eligible organization interested in receiving Notices of Opportunity to Compete to Purchase is encouraged to join the registry.
Together, we can help manufactured/mobile home communities remain an affordable and accessible source of homeownership for individuals and families throughout Washington.
