Well, now House Democrats have a new $760 billion plan that will invest in our nation’s crumbling infrastructure while combating the climate crisis. The Moving Forward Framework will make investments in zero-emission vehicles and public transit, clean up dirty water, strengthen power grids and more!
And we can pay for these critical investments when the wealthy and corporations start paying their fair share.

While there are numerous options for raising the revenue need to fully fund the Moving Forward Framework, as outlined in Americans for Tax Fairness’ Fair Taxes Now report, the Millionaires Surtax will do so by adding a 10 percentage point tax on the income over $2 million for married couples and over $1 million for individuals. The Millionaires Surtax won’t raise a dime from working families.

Democrats in Congress are out with a new plan to rebuild our country’s crumbling infrastructure, with an emphasis on addressing the climate crisis.
The Moving Forward Framework, introduced in the House last week, would invest $760 billion over five years to restore potholed roads, shore up crumbling bridges, expand the reach of zero-emission vehicles and public transit, clean up dirty water, strengthen power grids and make many other overdue investments in the physical plant of our country.
While all Americans will benefit from this investment, those that will benefit the most are the nation’s wealthiest households. They’re the ones who mostly own the corporations and most profitable businesses that will move goods to market more efficiently over refurbished highways and through improved shipping, rail and air systems; be better protected from climate-change damage to their high-value property and other investments; and get more customers and profits from the millions of jobs created.
So, how can we pay for this critical investment in our country’s infrastructure? The Millionaires Surtax!
Since the wealthy will benefit the most from these infrastructure investments, they should foot the bill by starting to pay their fair share in taxes. Sign the petition to Congress and urge them to use the Millionaires Surtax to help pay for the Moving Forward Framework.
The Millionaires Surtax will raise about $635 billion over 10 years from the nation’s richest 0.2% of households. That’s just 329,000 of the richest people who file their taxes every year.[1] It has no impact on working or middle-class families.
The Millionaires Surtax works like this: It adds 10 percentage points to the top tax rates paid on income over $2 million for married couples and $1 million for individuals. It applies to all forms of income―both from wages and salaries and from investments. And it’s supported by 73% of voters―including a majority of Republicans and independents, according to a recent poll![2]
Let’s fix the darn potholes! Sign the petition to Congress to help get funding for the Moving Forward Framework infrastructure plan by making the rich pay their fair share.
The Millionaires Surtax should serve as the cornerstone for financing the rebuilding of America.
