Legislation advancing in the General Assembly would assign state prison inmates to their last known address instead of where they are incarcerated. VPAP has produced maps showing the locations of current prisons' headcounts and charts that calculate which legislative districts would stand to lose population after the 2020 Census if the bill were to become law.
