Public Notice: Public Meeting Notice for City of Lander for Large Loan DW & CW Water & Sewer Projects

NOTICE OF PUBLIC MEETING

The City of Lander Wyoming, will conduct a public meeting at 6:00p.m., local time, on August 8, 2023, in the Lander City Hall located at 240 Lincoln Street. The purpose of the meeting is to allow citizens to review and comment on the following project(s). Fifth Street Improvements, Baldwin Creek Improvements, Buena Vista Improvements, Cascade Improvements, Dillion Vista improvements, First Street improvements, Fremont Street sewer improvements, McFarlane Drive improvements, Headworks Structure for sewer lagoon, complete meter replacement program for entire City of Lander. These projects are part of the strategic planning for the City of Lander to repair failing water & sewer lines along with a headworks structure at the lagoon and a complete meter replacement for all active water meters currently being served by the City of Lander.

At the meeting, the City of Lander will present the preliminary design of the proposed projects and will discuss the estimated cost of the improvements and the plan for funding the improvements. A preliminary plan of improvements, cost estimates, and the funding plan can also be reviewed at 240 Lincoln Street, Contact Lance Hopkin at 307-332-2870 ext #432.

Based on current cost estimates, the City of Lander plans to borrow ($45 million) over a period of five years from the Wyoming Clean Water and Drinking Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. Increased user fees will repay these loans. The average rate increase is estimated to be ($3.55/month on the base amount) per user to repay the loan annually. The City of Lander will increase their rates by 7% for water and 5% for sewer annually for nine years. Loan terms will be .25% interest rate and 20 year loan terms.
