Hi John,
I’m checking in with an update from another consequential week in Washington! Read on for my thoughts on a disappointing defense debate and to learn more about how I helped combat pandemic relief fraud, supported Ukraine, and connected with constituents last week:
Partisan Undermining
The National Defense Authorization Act (NDAA) has been a lasting example of bipartisan collaboration - but this year, extremists took the historic process hostage by injecting partisan amendments that erode freedoms and pose a clear danger to female servicemembers, LGBTQ servicemembers, and military families. That's why, with great frustration, I voted against the NDAA for Fiscal Year 2024. I’m appalled that Republican leaders allowed far-right members of their party to hijack the process, undermine our security, and disregard decades of collegial precedent.
Investing Responsibly
There's no question that defense spending is critical to our national security, but it is also imperative that we understand the implications of its costs, which is why I believe a conversation on the impacts of our spending is long overdue. This year’s budget reached a record $886 billion, with relatively little of that money coming back to Minnesota as compared to other states.
I want to ensure that American taxpayer dollars are used wisely, responsibly, and more fairly so that they are better distributed around the nation to states like Minnesota. To continue the national discussion around the defense budget, I proposed an amendment to the NDAA that would have required us to visualize those amounts in common-sense terms anyone can understand, and in doing so, encourage a national conversation about the type of future we’re investing in for the American people. The Republican majority ruled my amendment out of order, but I’m committed to keeping that conversation going.
Eliminating Fraud and Implementing Oversight
During the COVID-19 pandemic, small business relief programs were lifelines for many. That's why I was a vocal advocate for federal relief for small and mid-sized businesses from the beginning of that crisis and for oversight to ensure funds were directed to those who needed it most. As Vice Ranking Member of the Small Business Committee, I remain committed to unveiling the full scale of pandemic fraud and holding the bad actors accountable. That's why we invited the Small Business Administration's Inspector General, Hannibal “Mike” Ware, to a hearing about fraud in pandemic lending programs last week.
Cluster Munitions to Ukraine
Facing diminishing artillery stocks and entrenched Russian forces, Ukrainian President Zelensky has asked the international community for support in the form of cluster munitions; weapons that explode in the air and disperse small submunitions, or bomblets, over an extensive area. On July 7th, the Biden Administration made the decision to provide Ukraine with these weapons, a decision that I support, but very hesitantly. The truth is, Ukraine is fighting enemies of democracy on its own soil, and it’s imperative that the United States and our allies provide Ukraine with the arsenal it needs to defend itself. But I saw the lasting human impact mines and cluster munitions can have on communities during my recent trip to Vietnam. That’s why I will work diligently to ensure any unexploded ordinance is cleared from battlefields so innocent civilians don’t incur any additional cost of Russia’s horrific war on Ukraine.
Donuts with Dean
By now you know that welcoming Minnesotans to Washington is one of my favorite parts of this job. Last week, I hosted a remarkable group of constituents at the Capitol for another “Donuts with Dean,” which my team and I hold on Fridays when the House is in session. After great conversation, and a tour of the Capitol, I always leave our gatherings feeling proud to represent the most engaged community in the nation! If you have an upcoming trip to D.C. or are planning one, please join me for a Friday morning Donuts with Dean while you're in town!

I can't think of a better way to end my week than with a dose of Minnesota nice! |
Keep the faith, and keep in touch,

Bill of the Week
✔️ H.R.813, Global Investment in American Jobs Act of 2023
I believe that reestablishing our nation’s leadership, strengthening Americans’ financial future, and bolstering our competitiveness on the world stage is not only important but necessary. That's why I was proud to vote for and help pass, H.R. 813, the Global Investment in American Jobs Act of 2023 in the House. This bipartisan bill seeks to enhance the global competitiveness, prosperity, and security of the United States by conducting an interagency review of our ability to attract foreign direct investment.
