We urge you to support public safety - Vote YES on B. Mail your ballot today!

We want to alert you... there's a Special Election, Measure B, to support our local firefighters in providing emergency, rescue, and wildfire response and prevention services. Ballots were mailed on July 29th with the Election Day on August 27th.

Measure B will provide revenue directly to our local El Dorado County Fire Protection District to maintain excellent paramedic and fire response. Measure B will cost property owners only $8 per month, a worthy investment to save lives and property in our community.

A Vote for Measure B will:
* Restore needed firefighter and emergency responder positions, maintaining emergency rescue, wildfire response and fire prevention services
* Help to keep firefighting lifesaving equipment and facilities up-to-date
* Maintain rapid response times for fire protection and 9-1-1 emergency services by preventing further cuts to first responders

EDC HUMAN RIGHTS COMMISSION/Human Rights Forum ..... report by Betsy Kerr

Monday, July 22, 2019, 4:30 p.m., Veterans Memorial Bldg.

County Supervisors set up a Human Rights Commission about a year ago. It has been meeting monthly on the first or second Monday, usually at the BOS room A or C.

MISSION: To promote human rights for all people in El Dorado County and appreciate our community’s diversity by means of education, advocacy and action.

VISION: Support and uphold human rights in EDC by means of education, training, community events and media outreach. Respond to human rights concerns raised by people in EDC and refer appropriately for resolution. Identify and develop local resources to work in partnership with private businesses, community organizations, County agencies and other stakeholders. Advocate for necessary policy changes to better protect human rights at the local, state and federal levels.

We have a vulnerable population in the County – mental illness, homeless, indigent, etc.

Featured Speakers and topics:

Julie Aguilar for NAMI (National Alliance on Mental Illness) covers mental illness and substance abuse; should not be a stigma to get therapy. Mental illness starts in high school. They have a ‘warmline’ to call (877) 997-5493 – received 1700 calls last year. There are 7000 mentally ill in EDC. Kiosks contain brochures about family support groups; Behavioral Health Commission; work in jails; crisis training for police and sheriffs. Website – namieldoradocounty.org ([link removed]) .

Randy Peshon – Under Sheriff. Officers receive training in dealing with mental illness, addiction, etc. Caseload carried by 24 deputies; psychological Emergency Response Teams; deputies assigned to “fix” homeless situation, befriend them, monitor them, refer them to resources. “We have the most progressive sheriff department in California.”

Peter Brown, The Lighted Candle – a 501 (c) (3) org: provides relief to homeless with portable laundry services, free garbage bags and pick up, job opportunities. Plans: tool lending library, portable mobile showers, tiny home solution.

Bill Martinez, Family Resource Center, Lake Tahoe. Educates local kids re environment, forest service, path to citizenship for Latinos; educate and provide attorneys. It is very difficult to become a citizen.

Lisbeth Powell, nurse: Commission on Aging. Assess issues, interests and challenges of Seniors. Job discrimination, abuse, lack of technology know-how. They have a right to be useful; need housing, fair education, support of family, independence, and to die with dignity. Knowledge improves quality of later years of life. Senior Center gives access to senior services such as day care and respite of care giver, lunches, home delivered meals, etc. EDC has 30% of its population over 60 years; 45% are low income.

Mike Saunders – Civil Rights subcommittee of The Progressives. Working toward social justice to diminish events such as a 12-year-old approaching African-American in supermarket and calling him the n-word; people shouting out a car window the n-word; barber shop in town mocking Kaepernick’s kneeling; posters with ‘lynch’; racist Mt. Democrat article, African Americans being stopped by police for no reason (driving while black), etc. Recently we collected books on African history to donate to the library; thinking about setting up a hotline to report incidents.

Dale Wallerstein from Temple Kol Shalom. (El Dorado Hills) As a child in school, another child asked “to see her horns”. Recently in Placerville, a woman said “I’ve never met a Jew before. May I see your horns?” Synagogues are being destroyed; Jewish cemeteries defaced. Some organization rosters have no last name so as not to be ‘outed’. We are afraid. We are developing escape routes from Temple, notify the sheriff department during important services, lock the doors fifteen minutes after service starts. We will talk with you gladly telling you what we believe. We have problems with the Mt. Democrat.

Teri Monterosso, lawyer and Public Defender. We provide legal representation to those who can’t afford it, those who have the least power – the poor, those with mental illness. In prison, 40% have mental illness, trauma. We act as interpreters so they understand the legal routines. We are crisis workers of the legal system. Of Clients, ¾ are ‘troubled’. We represent veterans and the elderly. Help would be to have Social Workers on the team – after all, it costs $30-40,000 to jail a client; $10,000 to give him help and keep him out of jail.

Ed Manansala, Superintendent of Schools, El Dorado County Office of Education – EDC has 38,400 kids in school, K-12, out of a total of 186,500 residents. 4,377 in poverty, 13% non-English speaking. Despite this, we have a 91% graduation rate – much higher than average. Last year, 64 kids were arrested; 1144 are ‘homeless’ meaning ‘unstable living situation’. Services are fragmented. We need a centralized communications system for the County schools. We strive to tell these kids “We think you matter and are committed to you….”

Bill Roby, El Dorado Community Foundation. We have $22 million in assets, 30,000 donors. We plan to enhance census taking to get everyone counted.
