PROPOSED DISCHARGE OF DREDGED OR FILL MATERIAL TO THE FIREHOLE RIVER

The Wyoming Department of Environmental Quality (WDEQ) has received a request from the United States National Park Service for State certification of U.S. Army Corps of Engineers (USACE) Nationwide Permit #3, for discharge of dredged or fill material to the Firehole River in Yellowstone National Park, Wyoming. The purpose of the project is to rehabilitate the raw water intake for the Old Faithful Water Treatment Plant. All waters within Yellowstone National Park are designated Class 1 where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances. Proposed rehabilitation activities at the raw water intake on the Firehole River include replacement of aging components such as gates, the trashrack, booms, concrete structures, and steel embeds. Two temporary cofferdams will be installed to allow work to be completed in the dry with installation of a temporary diversion to maintain the raw water supply to the treatment plant. Approximately 101 cubic yards of imported and native material will be used to construct the temporary cofferdams and diversion. No wetlands will be impacted.
