Keeping in line with its destructive priorities, the Biden administration has set out to use the President's Emergency Plan for AIDS Relief (PEPFAR), the foreign aid program started in 2003 by President George W. Bush to fight HIV/AIDS in the developing world (mostly within Africa) to promote LGBT ideology and abortion overseas.

Some of PEFAR's top grant recipients publicly support and promote abortion. For example, Anova Health Institute, a South African organization, has promoted abortion for "pregnant girls" and instructed teenagers about abortion on PEPFAR's dime. Additionally, a 2022 document released by the administration entitled "Reimagining PEPFAR's Strategic Direction" seems to indicate that PEPFAR will fund programs for "LGBTQI+ rights," saying that PEPFAR will strengthen its coordination with other U.S. government global health and development programs, "including for tuberculosis, malaria, sexual and reproductive health and rights, gender equality, LGBTQI+, and human rights." (Emphasis added.)
Representative Chris Smith (R-NJ-4) recently appeared on Washington Watch and criticized the Biden administration's changes to PEPFAR. "It was working. We were getting money to those who were very focused on what their goal is and that is to end HIV/AIDS, prevent mother-to-child transmission, but not create an additional class of victims by funding abortion," he said.
