InSight Crime is pleased to announce the launch of our latest investigation, Rise of the Criminal Hybrid State in Venezuela.
One question lies at the heart of this investigation: Is Venezuela a hybrid state, where the line between governance and criminality has blurred, or even disappeared altogether? 
 
Over the last five years, InSight Crime has explored the evolution in the relationship between the Venezuelan authorities and their criminal allies. The result of these investigations is a new framework for understanding how non-state armed groups, such as the colectivos, have become hybrids that systematically coordinate and cooperate with the state, and how the Venezuelan state has developed mechanisms of hybrid governance, where it governs communities in partnership with criminal groups such as Tren de Aragua. 
 
Now, as Nicolás Maduro prepares to run for a third term as president, he must walk a political tightrope, making the hybrid state he helped create more reliable and easier to control, while continuing to reap the benefits of its criminality.
