** Narcan Kits are saving lives in Anchorage.

The following story occurred at a weekly Thursday Outreach Pop-up event ([link removed]) .

"During the Thursday Pop-up ([link removed]) , two of our regular clients came running to the tent carrying a lifeless dog and asking for help." Reported Jason Cates, Outreach Programs Manager with the Coalition.

"The dog was quickly assessed. It had no apparent injuries, respirations were not adequate, and it was unresponsive. The clients were questioned about the condition of the dog, in which they stated that they just found the dog like that. I asked could the dog have possibly ingested an opiate, and the client stated yes. The dog was given one 8mg dose of Kloxxado, a nasal spray to reverse the effect of an opioid overdose. Shortly after, the dog began breathing more rapidly, the decision was made to transport the dog to a pet ER and was handed over to a higher level of care without further incident."

Cates reflects, "Without the quick thinking of the clients and the Outreach Team, the dog could have passed away at the Pop-up."

Project HOPE is working with community organizations to distribute or administer Narcan® in Alaska. Narcan® (naloxone) is a medication that used to respond to opioid overdose. It temporarily blocks or reverses the effects of opioids. In most cases the effect is immediate (within 30 to 40 seconds), blocking the effects of the overdose and allowing the person to breathe again. This gives time to seek emergency medical assistance. Its use is supported by many organizations, including the Office of National Drug Control Policy and the World Health Organization.

** The FY 2023 CoC Program Competition: Funding Opportunity has been posted!

The Continuum of Care (CoC) Program Competition occurs annually. Each Fiscal Year (FY) Competition process begins with the registration of the Anchorage CoC by the Anchorage Coalition to End Homelessness, followed by the CoC’s review of Grant Inventory Worksheets (GIW) and the release of the CoC Program NOFO. The FY Competition ends when the final funding announcement is released by HUD.

** Volunteer Opportunity! Assemble Outreach Kits with ACEH!

The Anchorage Coalition to End Homelessness is hosting a volunteer event, Monday, July 10, 6:00 –8:00 PM to assemble outreach item kits for our unsheltered neighbors. The essentials packed at the last volunteer event were able to provide assistance to 114 individuals!

Together we can make a positive difference in the lives of our neighbors!

The seasonal nature of Homelessness Management Information System (HMIS) data: high numbers in the winter, low numbers in the summer

Cold winter months drive more folks into emergency shelter, where providers record more services and house more people. This increases the (known) number of people experiencing homelessness, or PEH.

ACLU of Alaska


** Abatement notices in Davis Park are rescinded following ACLU of Alaska lawsuit
------------------------------------------------------------

The Municipality of Anchorage rescinded its order to abate homeless camps in and around Davis Park following an ACLU of Alaska lawsuit. The municipality confirmed in a court filing that it 'has removed the June 22, 2023 abatement notices and will not proceed to abate Davis Park on July 5th, 2023'. The Municipality reversed course shortly after the ACLU filed appeals on behalf of thirteen Alaskans whose constitutional rights were violated when they were ordered to vacate the park but were not provided alternative shelter space.

"The Constitution is clear. The Municipality cannot force individuals to leave public spaces when there is no place for them to go," said ACLU of Alaska Legal Director Ruth Botstein. "The rights of people in Davis Park are protected for now, and we will continue to make sure that our government does not infringe on individual protections afforded to all by the U.S. Constitution."

HUD announced the launch of the Increasing the Supply of Affordable Housing page ([link removed]) on the HUD Exchange. By adopting a proactive and well-informed affordable housing strategy, state and local governments can use HUD’s Community Planning and Development (CPD) funds, along with other federal, state, and local funding opportunities, to increase a community’s supply of new affordable housing.

The Increasing the Supply of Affordable Housing page serves as a one-stop shop for key information, resources, and training for state and local governments looking to create an effective strategy for boosting the supply of affordable housing in their communities.
