On July 4, 1776, the Second Continental Congress adopted the Declaration of Independence. 247 years later, we celebrate the 4th of July as the birth of our nation. I hope you and your family had the opportunity to enjoy the Independence Day festivities in the company of friends and loved ones.

I secured language to reform the Presidential permit process in the Fiscal Year 2024 State, Foreign Operations, and Related Programs House appropriations bill. The language will streamline and expedite the Presidential permit approval process for bridges, including the World Trade Bridge expansion project in Laredo.
Presidential permits are required for construction projects at border crossings. Obtaining a permit currently requires an environmental review, which often takes years to complete. My language would direct the President to issue conditional permits for projects while environmental reviews required under the National Environmental Policy Act (NEPA) are ongoing.
Laredo is the nation’s #1 inland port of entry, and our infrastructure is critical to achieving that. I will continue to fight for improved infrastructure in our border communities.

The Texas Education Agency (TEA) was recently awarded federal funding through the U.S. Department of Education to help fund the Texas Deafblind Project. The award is anticipated to be spread across 5 years for a grand total of $3,142,830, and it will improve outcomes for 846 deafblind students in Texas.
As a steward of education, I will continue to fight in Washington to bring federal dollars back home for reinvestment in our schools.

Texas State Representative Elizabeth “Liz” Campos and I hosted our 2nd Annual Fireworks Show and Independence Day Celebration at The Greenline in San Antonio.

I joined Mayor Ralph Gutierrez, City Manager Steve Williams, the Schertz City Council, the Guadalupe County Commissioners, the City of Schertz, and Guadalupe County for the 47th annual 4th of July Jubilee parade and celebration in Schertz.

To close out this great 4th of July, my daughter, Catherine, and I joined City of Laredo Mayor Dr. Victor Treviño, Councilwoman Alyssa Cigarroa, Councilwoman Melissa Cigarroa, Mexican Counsel General for Mexico in Laredo Juan Carlos Mendoza, our veterans, TV personality Mindy Casso, and the Laredo community for the Los Dos Laredos 4th of July Celebration at Tres Laredos Park.
