A game-changing study by Embarcadero Institute shows that our urban areas are fast-approving TOO MUCH luxury housing under the state’s laws. The findings severely weaken state Sen. Scott Wiener’s upzoning mantra and place grave doubt on the success of state “density bonus” laws to reduce the affordability crisis.
