*Bipartisan Infrastructure Law and Inflation Reduction Act *Resources Series June 2023 Update**
BIL and IRA resource series
This is part of a series of messages from the Michigan Department of Environment, Great Lakes, and Energy (EGLE) to share updates on relevant Bipartisan Infrastructure Law [ [link removed] ] (BIL) and Inflation Reduction Act [ [link removed] ] (IRA) information related to energy and sustainability. This series will occur monthly and provide a snippet of upcoming federal grants, trainings, and other resources.

*FUNDING IN ACTION: *More than 100 federal buildings [ [link removed] ] will become all-electric or net-zero with a newly announced $975 million investment from IRA. This will support 5,000 jobs each year and save enough energy to power 300,000 homes.
*FEDERAL GRANT OPPORTUNITIES: *The Green and Resilient Retrofit Program [ [link removed] ] offers funding to substantially improve energy and water efficiency, climate resiliency, indoor air quality, and to electrify multi-family housing units supported by the U.S. Department of Housing and Urban Development. The first wave of applications is due June 29, 2023; the second wave of applications is due September 28, 2023.
The Justice40 Accelerator [ [link removed] ] is accepting applications for the 2023-2024 program to provide grant and technical support to community-led groups working to advance climate solutions. The submission deadline is July 31, 2023.
The Great Lakes Restoration Initiative [ [link removed] ] is looking for pass-through entities that have relationships with underserved communities to develop and implement a subaward funding program to fund restoration projects that advance environmental justice in those communities. Applications are due August 11, 2023.
The Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) Program [ [link removed] ]offers planning grants and resilience improvement grants to ensure surface transportation resilience to natural hazards including flooding, sea level rise, and extreme weather events. The PROTECT Program has roughly $848 million in funding available for fiscal year 2023. The application window closes August 18, 2023.
The National Oceanic and Atmospheric Administration has made $575 million in funding available for the Climate Resilience Regional Challenge [ [link removed] ]. This grant program seeks to support projects that build the resilience of coastal and Great Lakes communities to extreme weather and other climate impacts. Technical assistance is also available. Letters of Intent are due August 21, 2023.
The Clean School Bus Program [ [link removed] ], administered by the Environmental Protection Agency, is accepting applications for competitive grants to school districts and partners to fund electric or zero-emission school buses. This program prioritizes school districts serving disadvantaged communities. Applications are due August 22, 2023.
*GRANT SUPPORT: *Michigan local and tribal governments have the opportunity to get one-on-one technical assistance to help identify and apply for grants. Contact Kate Madigan (

The Michigan Infrastructure Office also has a Technical Assistance Center [ [link removed] ] that funds communities to directly contract with consultants through their Metropolitan Planning or Economic Development Organizations for grant writing, administration, and other services.
