Dear Friends and Colleagues,

The House and Senate may both be in recess, but our work never stops! The CRES team is gearing up for the final push to August recess.

Last week, the House Appropriations Committee marked up the Energy and Water Development Appropriations bill, which contains several of CRES’ funding priorities. Part of CRES’ mission is to support important programs that will enhance development and deployment of clean energy technologies, strengthen American competitiveness, and bolster our energy security. The approved legislation supports important security efforts, including strengthening our domestic critical mineral supply chain and advancing small modular nuclear reactors, as well as important entities like the Loan Programs Office, which helps emerging clean energy technologies get off the ground.

While we understand the need to cut wasteful government spending, we are hopeful Congress provides funding for critical U.S. Department of Energy programs and offices that support U.S. innovation. Bolstering America’s global energy leadership begins with a strong foundation here at home, and we look forward to continuing to work with members of the House and Senate to deliver.

Outside of the beltway, CRES sponsored the “Investing in Indiana Clean Industries Summit” hosted by Consensus Digital Media ([link removed]) in Indianapolis yesterday. The Summit, keynoted by Indiana Governor Eric Holcomb, ([link removed]) aimed to highlight how the Hoosier State is creating a friendly regulatory business environment for investors and preparing for the next generation of clean energy technologies, making Indiana the place to live and work.

Republican governors, like Governor Holcomb, recognize that commonsense policy solutions to attract manufacturing projects, a skilled workforce, and emerging energy technologies like hydrogen and nuclear, can build strong economies at home while lowering global emissions. CRES will continue to highlight these examples around the country as we work together to produce more American-made clean energy.

Dan Newhouse (R-Wash.) and Cliff Bentz (R-Ore.).

House Passes Legislation to Limit Executive Overreach ([link removed])
In January of 2023, Rep. Kat Cammack (R-Fla.) introduced the Regulations from the Executive in Need of Scrutiny (REINS) Act. On June 14, the bill passed the U.S. House. CRES proudly supports this legislation because it reasserts Congress’ legislative authority and prevents excessive overreach by the executive branch in the federal rulemaking process.

Legislation Aims to Bolster American Hydropower ([link removed])
House Committee on Energy and Commerce Chair Cathy McMorris Rodgers (R-Wash.) introduced the Hydropower Clean Energy Future Act to encourage and expand clean, renewable, and reliable American hydropower generation through innovation and licensing reform. CRES supported introduction, citing its important contribution to hydropower expansion across the United States.

The PROVE IT Act Will Harness the U.S. Carbon Advantage ([link removed])
Senators Kevin Cramer (R-N.D.) and Chris Coons (D-Del.) introduced bipartisan legislation, the Providing Reliable, Objective, Verifiable Emissions Intensity and Transparency (PROVE IT) Act, to help the United States capitalize on its carbon advantage. American manufacturing is among the cleanest in the world, and this bill will ensure we have verifiable data to prove it and help hold countries with greater carbon emissions – like China – accountable.
