<[link removed]> MEMORANDUM To: Interested parties Date: June 27, 2023 Re: State of the Race Secretary of State Jay Ashcroft announced his campaign for Governor <[link removed]> just two and a half months ago, starting the campaign with a combined $2 million in his campaign <[link removed]> and the Committee for Liberty <[link removed]> , supporting his campaign. He also starts the campaign with several polls showing him with a double-digit lead. The primary election is August 6, 2024, and the winner is favored to be the next governor. Mr. Ashcroft, who is an engineer and attorney, was first elected Secretary of State in 2016 and re-elected in 2020 with 60 percent of the vote – the top vote-getter in state history, even running ahead of President Trump. In addition to solid credentials on traditional conservative issues, his efforts to make voter ID state law, banning private funding of elections, and eliminating ballot drop boxes, helped make Missouri third in the nation on the Heritage Foundation’s Election Integrity Scorecard <[link removed]> . Recently, Secretary Ashcroft authored legislation <[link removed]> to ban China, Iran, Venezuela, North Korea, and Russia from buying any land in Missouri, though the State Senate failed to get it passed. The Secretary also instituted new rules <[link removed]> for taxpayer-funded libraries requiring them to keep obscene materials away from children. DONATE <[link removed]> Polling Two recent polls conducted by the Ashcroft campaign and allies of Lt. Gov. Mike Kehoe’s campaign show Ashcroft with a nearly 20-point lead. Governor Kehoe, who is now serving his 13th year in elected office, announced his candidacy more than 2 years ago and is running as the establishment candidate, with the backing of nearly all the lobbyists and special interest groups in Jefferson City. Kehoe has consistently supported increases in the gas and sales tax <[link removed]> , twice voted in favor of 2013 legislation allowing China to buy Missouri farmland, and has voted multiple times in favor of corporate welfare. Sen. Bill Eigel has formed an exploratory committee but not formally announced. Some speculate he may opt for a different office as he’s running as a conservative but without much oxygen given Ashcroft’s conservative credentials. Internal polling on Kehoe’s record show significant weaknesses in a GOP primary. His position on the gas tax increase is opposed by 68%, his support from Jefferson City special interests is opposed by 66%, and his support for China owning Missouri agricultural land is opposed by a whopping 83% of Republican voters. Depending on Sen. Eigel’s decision, this could be a two-person race between a traditional conservative who has led on issues that other Republicans have been too timid to lead on, and an establishment Republican who represents everything that frustrates our conservative base. The contours of this race favor Jay Ashcroft and his campaign is built on making Missouri the kind of state the nation looks to as an example of conservative leadership. Even though Republicans hold every statewide office, supermajorities in the House and Senate, they are not delivering on conservative reform <[link removed]> .
