Yours in service,   Mann.House.Gov The Week Ahead The House is back in Washington, D.C. for a seventh consecutive week of votes and committee activity. It has been six months since Republicans took back the House, and we are proudly keeping our Commitment to America with the legislation we're bringing to the House Floor this week. An Economy That's Strong: House Republicans are committed to protecting hard-working Americans, so we will attempt to override Biden’s veto with H.J. Res. 45, which uses the Congressional Review Act to overturn the Biden Administration’s student loan executive order. A Future That's Built on Freedom: Americans have the right to choose the type of health care that fits their lifestyle, rather than being forced into a "one-size fits all" program. The CHOICE Arrangement Act will enhance the flexibility and affordability of health care options for small businesses. A Nation That's Safe: This week, we are voting on H.Res. 461 to condemn the use of elementary and secondary schools as shelters for people who have entered the United States illegally. The House Agriculture Committee will hold a full committee hearing to discuss strengthening broadband in rural communities, and the House Small Business Committee will hold a full committee hearing to review the Small Business Association's Office of Advocacy Report. Submit Your Tele-Town Hall Questions Here.   Mann.House.Gov Legislative Update Listening to Stakeholders, Strengthening American Manufacturing When Congress works to address workforce issues, supply chain interruptions, and other new and emerging challenges that affect American manufacturing, we should be sure to have manufacturers at the table for those discussions. The National Manufacturing Advisory Council for the 21st Century Act would establish a formal council within the U.S. Department of Commerce made up of manufacturers, advocates, and academic experts, who would serve as a bridge between the manufacturing sector and federal government to improve communication on their needs. The council would also advise Congress annually on how to ensure that the U.S. remains the top destination globally for investment in manufacturing by providing lawmakers with a national strategic plan. I am proud to introduce this legislation. When Congress receives more input from the American men and women whose livelihoods are affected by our lawmaking, Congress will make wiser decisions. Protecting Small Businesses from China's Intellectual Property Theft As we speak, the Chinese Communist Party (CCP) is waging war on Main Street by stealing hard-earned research and advanced technology from American small businesses, which is costing American taxpayers $600 billion every year. Last week, my colleagues and I sent a letter to Attorney General Merrick Garland demanding that the U.S. Department of Justice (DOJ) step in and protect American small businesses from CCP-sponsored intellectual property theft. I look forward to hearing more about how DOJ is protecting small businesses from the CCP holding China accountable for their economic crimes. Click Here to Read the Full Text of the Letter. Championing Agricultural Research and Land-Grant Universities American land-grant universities lead the world in agricultural research. The idea for land-grant universities was originally proposed in the 1850s to educate students and increase agricultural expertise and U.S. productivity. Over the years, these universities have surpassed that original vision, and now conduct cutting-edge agricultural research that supports food security around the globe. I am proud to introduce the AG RESEARCH Act. We must continue to support agricultural research, development, and innovation at America’s land-grant universities like Kansas State University, Haskell Indian Nations University, and other research facilities. Pushing Back on Costly Biden Administration Rules and Regulations The Biden Administration has been abusing its power by circumventing Congress to impose rules and regulations that serve a progressive agenda. In his first year, President Biden’s regulations added more than $200 billion in new regulatory costs—more than quadruple the costs added during President Obama’s first year. The REINS Act will put an end to that, by forcing the Executive Branch to secure Congress’ approval before any new costly rules go into effect. With our national debt approaching $32 trillion, this bill is part of the House Republican commitment to fiscal responsibility. Click Here to Read My Full Statement. Protecting Kansans' Right to Use Gas Stoves Natural gas stoves are currently the preferred cooktop appliance of nearly 40% of American households, natural gas is almost four times more affordable than electricity, and more than 4.1 million American jobs are connected to the natural gas industry. It’s truly astonishing that we even need to have this conversation in the U.S. House of Representatives. I voted yes on H.R. 1615, the Gast Stove Protection and Freedom Act, and H.R. the Save Our Gas Stoves Act because this is isn't just about gas stoves - it's about the freedom and prosperity of the American people. Helping Advance Federal Aviation Administration Authorization Last week, the House Transportation and Infrastructure Committee passed the Securing Growth and Robust Leadership in American Aviation Act out of committee. This bill will reauthorize the Federal Aviation Administration (FAA) and aviation safety and infrastructure programs for the next five years. I am proud to be a leader on this Committee and to have the opportunity to bring the perspectives and priorities of Kansans to the table to be included in this historic piece of legislation. I believe that we need strong leadership at the FAA to maintain an aviation system that supports economic activity, strengthens the supply chain, and helps America remain a global power. Protecting Kansans' Second Amendment Rights The Biden Administration's overreaching ATF pistol brace rule is an attack on the Second Amendment rights of law-abiding American citizens. The Second Amendment is a load-bearing wall in our system of rights. If you weaken it, the whole structure is compromised. When federal government overreach directly flies in the face of our constitutional rights as Americans, we must stand up and fight back. H.J. Res. 44 sends a strong message to the Biden Administration – House Republicans will not remain silent while the Second Amendment is dismantled. Click Here to Read My Full Statement.   Mann.House.Gov In the Office Sounding the Alaram on the Debt Crisis Kansans in the Big First sent me to D.C. to stop the borrowing and spending spree. Today, America is $32 trillion in debt - $1 trillion more than when I delivered this speech last week. Soon, we will be $34 trillion in debt. We have to come together now to create a real solution to this crisis, which means coming to the table, having hard conversations, and getting this right for the future of our country. Watch My Full Remarks on the House Floor Below. Meeting with Kansas FFA Last week, I had the opportunity to meet with Kansas FFA members while they attended the Washington Leadership Conference. I am always amazed by FFA members' passion, potential, and commitment to service. I look forward to hearing how these members implement their Living to Serve plans and continue to be fierce advocates for agriculture.  I firmly believe that if we want to get food and agricultural policy right, we need to have the voices of young agricultural leaders at the table. As a past Quinter FFA member and the co-founder of the Congressional FFA Caucus, I will always advocate for FFA members in Kansas and around the world. Meeting with Kansas Farm Bureau Kansas Farm Bureau works tirelessly to strengthen agriculture and the lives of Kansans through advocacy, education, and service. I value Kansas Farm Bureau members' insight and intimate knowledge of the priorities and perspectives of Kansas agricultural producers. Thank you, Kansas Farm Bureau, for your leadership. I am so proud to work alongside you. Meeting with Kansas Soybean Commission The Kansas Soybean Commission was in DC last week, and it was an honor for me to meet with them as we work together to strengthen biofuels policy and the upcoming Farm Bill. The Kansas Soybean Commission brings together producers and stakeholders as they advocate tirelessly for the 16,000 soybean farmers in Kansas, and I’m grateful for the tremendous support they provide to our producers. Visiting with Growing Hope I enjoyed meeting with members of Growing Hope, a Christian nonprofit committed to raising awareness about and financially supporting farmers around the world. As the leader of the free world, America has certain responsibilities. Addressing global hunger is both the morally right and strategically wise thing to do. Last Wednesday marked the start of harvest for Kansas wheat farmers in the southern part of our state. In the face of a difficult drought year and historic inflation, Kansas wheat farmers are persevering to keep us all fed. I’m praying for a safe and successful harvest for all the wheat farmers in the Big First and across Kansas. You can join me in following along this harvest season with Kansas Wheat's harvest report. My first job on Capitol Hill was as an intern for a Kansas representative, and I'm honored to extend that same opportunity to other young people.
